After the collapse of the Nanfangao Bridge, it was found that the bridge has not undergone any steel cable inspection for 21 years and nor has it completed the inspection every two years required by the MOTC. The President of the Taiwan International Ports Corporation (TIPC) Wu Tzung-rong admitted during the interpellation session at the Legislative Yuan that there were oversights and he has already verbally submitted his resignation to the MOTC Minister Lin Chia-lung.
Who should be responsible for the collapse of Nanfangao Bridge? The governing authority, the Taiwan International Ports Corporation (TIPC) has 16 bridges in the port area which will undergo a comprehensive inspection. The TIPC admitted that it did not comply with the MOTC's regulation for inspections once every two years and that there is no SOP for bridge inspections internally. As of now, there are 16 bridges within the port area and 8 of them have never gone under inspection.

The Minister of MOTC Lin Chia-lung said he agreed verbally to Wu's resignation and demanded the TIPC to carry out a full inspection on the 16 bridges within 3 months. The TIPC will outsource the inspection due to its lack of ability. The Minister expressed that Nanfangao Bridge has never undergone any inspection over the past 21 years and there is a divided opinion as to whom should be responsible for this bridge. Lin said he will review all the records to determine the responsibility.
The central and local governments have different opinions as to who is responsible for this bridge. The situation was the same in the past, but we will find out.
According to information provided by TIPC, it had spent NT$17 million on inspection and repair on the Nanfangao Bridge from 2012 to 2018. However they were small repair works such as paint, railing and street lights. The steel cable, which was the main reason why the bridge collapsed, did not undergo any inspection. The TIPC expressed that it will carry out a comprehensive review in the future.
