Taipower Has Submitted Outage Report to MOEA: Media Report 1212大停電檢討報告 學者批台電「避重就輕」

Taiwan Power recently submitted a report on the Dec. 12 outage to the Ministry of Economic Affairs. According to a print media report, Taipower failed to take any real responsibility and the occurrence of another power outage can't be ruled out.


Over 300,000 households in Taipei and New Taipei were affected by the power outage on Dec. 12 last year. Taiwan Power blamed the outage on a transformer fire at a substation, but a print media outlet says the outage report Taipower submitted to the Ministry of Economic Affairs last week failed to draw any real conclusions. Experts say Taipower's vigilance remains too low. In response, Taipower says it is still investigating the cause of the outage and it has not yet submitted the report.

Chang Ting-shu, Taipower Spokesperson: “We are still investigating. The media story that came out today saying we've already submitted a report to the Ministry of Economic Affairs is therefore untrue. We have not yet identified the cause of the outage. When we do, we will take preventive measures to prevent this from happening again.”

According to the media report, there were three major warning signs before the outage occurred, including three times the normal hydrogen level being found in oil and gas samples on Nov. 24; a transformer malfunction on the same day that resulted in a Buchholz relay alert that likewise went unnoticed; and two cable fires in the same zone on Dec. 2 and 8. The experts say Taipower's vigilance is lacking as the damaged cables were not replaced immediately and hydrogen levels were found to be high 12 times in eight days.

Tseng Ming-chung, Legislator (KMT): “There are three preventive measures in place that can prevent this kind of mass outage. Taipower failing to pay attention to any of them is major management negligence. Their corporate culture is too lax. We hope the Ministry of Economic Affairs and Taipower can evaluate these issues instead of scattering screws all over the floor.”

Cheng Yun-peng, Legislator (DPP): “People have had it after the three major outages last year. Why not take stock of and replace all the old equipment, and send the results to the Legislative Yuan or media to make the information public and see which areas are affected? I think this would be the responsible, transparent thing to do.”

Both pan-blue and pan-green lawmakers are calling on Taipower to perform a thorough assessment on where things went wrong and which areas need improvement. The State-owned Enterprise Commission, meanwhile, says the cause of the outage is still being investigated.

 

 

 

去年12月12日上午9時多,雙北地區大停電,影響30.5萬用戶。台電對外表示,因變電站的變壓器失火,引發匯流排跳脫。不過,有平面媒體報導,台電上週送交檢討報告到經濟部,專家學者點出,報告內容避重就輕,直批台電警覺性太低。不過,台電駁斥,跳電原因仍在分析中,尚未將報告送交經濟部。

台電發言人張廷抒表示:「現在相關事證分析中,因此有媒體報導已有事故報告送到經濟部去,這個消息是不確實的,我們會再繼續探討一下事故原因,也會做水平展開來防範事故再次發生。」

根據報載,台電檢討報告,有學者認為,1212大停電前,曾發生3大徵兆。包括去年11月24日,油中氣體分析結果,發現氫氣突增3倍,並在短短8天內,頻繁檢測12次,但都沒發現問題。不只如此,同一天,還發生了只要變壓器輕微故障,發生少量氣體時,就有撲氣電驛第一段警報,也沒發現。認為面對警訊不斷出現,警覺性不足。12月2日、8日,相同區間電纜,已發生2次起火事故,卻無及早汰換。

國民黨立委曾銘宗表示:「因為基本上有3道環節可以防止類似的大跳電,但每個環節都失靈,表示台電管理上有重大的缺失,而且文化非常鬆散,希望經濟部還有台電必須痛下決心好好檢討,不要讓螺絲掉滿地。」

民進黨立委鄭運鵬指出:「去年發生的3次大的跳機意外,國人已經很難忍受,如果盤點把有地方抗爭的機組更新,也可以列一個表給立法院或公諸於媒體,讓大家知道說在哪些地方遇到哪些民意的問題,以後大家留作紀錄、慢慢檢討,這也是一個比較公開透明負責任的做法。」

對於台電檢討報告,藍綠立委認為,台電螺絲鬆了,應徹底檢討。經濟部國營會表示,報告仍在審查中,故障原因還在查,會要求台電補充修改到完整為止。
