Residents Remove Valuables from Dangerous Homes 建案致民宅毀損 危樓住戶返家取貴重物

Work on a construction project on Kaohsiung's Ziqiang Road recently resulted in the collapse of road surfaces and damaged nearby residential buildings, making them unfit for habitation. Residents were allowed to enter their homes for 10 minutes today to remove their valuables.

At 9 a.m. on Aug. 16, residents of these buildings entered their homes to take away their valuables. For their safety, they only had 10 minutes to complete this task. Three days ago, work on a nearby construction site caused damage to this residential complex, making it too dangerous to live in. The buildings are going to be torn down, and residents were saddened.

Mr. Chen, Affected Resident: “Constructors should be conscientious. We are in a lot of pain, our hearts are broken. We can't even sleep well at night.”

Mr. Chen, Affected Resident: “The mover will come, perhaps when they let us go back in again to take out larger and heavier items.”

A total of 21 people returned to their homes to collect their valuables. A shop proprietor was also present to remove items such as scales, and said that employees have been sent to work in other branches.

Shop Proprietor: “I gave my employees some basic tools for them to use, because I sent them to work at other branches.”

Residents say the compensation amount hasn't been decided yet. If larger installations such as appliances can't be removed, then these will have to be negotiated as well. A Kuomintang city councilor said the constructor only has a capital of NT$30 million and asked how it will be able to afford the compensation. The Kaohsiung City Council's KMT caucus also asked why the city government is so negligent when it comes to work safety and has put all the blame on the constructor. They said the director of the Public Works Bureau should resign to take responsibility.

Chen Jo-tsui, Kaohsiung City Councilor (KMT): “Allowing it to resume work is equivalent to allowing this to happen a second time. In such a situation, there will be no way to hide your incompetence and you'll also be guilty of dereliction of duty.”

Kuo Ping-feng, Constructor Principal: “The capital is a capital amount registered by the company, and it has nothing to do with the overall construction project. It's a basic entry threshold. We have a lot of assets, so there are no problems.”

The constructor's principal said the capital amount is only representative of the company, not of all its assets. It promised to honor all the compensation. KMT Kaohsiung City mayoral candidate Ko Chih-en came out to show concern for affected residents, and urged the mayor to tighten the loose screws of his administrative team.

危樓住戶陳先生說：「（建商）他們要有良心，我們心裡很痛苦、很傷心，晚上都睡不好。」

陳先生指出：「搬家公司再來搬。可能後續有再開放，我們去拿比較中型重型的物品的時候。」

上午共有21人返家拿取物品，也有店面老闆拿的是磅秤等生財工具，無法營業的日子，則先讓員工到其他分店上班。

危樓店家表示：「把一些基本的器具給我的員工用，因為把我的員工移置到其他的分店。」

至於要求償多少錢，住戶說還在計算電器、設備等中大型家電，若是無法搬離，後續賠償須和建商協調，但國民黨議員質疑，出事建商資本額只有3千萬，如何扛起所有賠償金？高雄市議會國民黨團也質疑市府輕忽工安、把責任全推給建商，要工務局長楊欽富下台。

國民黨高雄市議員陳若翠指出：「讓它復工，同樣的再發生第二次的這樣的狀況呢？沒有辦法掩蓋你的無能，然後可以說監督失職之責。」

建設公司負責人郭炳峰表示：「資本額是一個公司登記的資本額，這個跟整個建案是沒有關係的，他是一個基本的踩門檻，我們的資產有很多，所以這個沒有問題。」

負責人表示資本額只代表公司，不代表全部資產，承諾負起所有賠償，國民黨高雄市長參選人柯志恩也到場關心，要市長別再當暖男要當勇男，將團隊鬆掉的螺絲拴緊。
