MOTC Prepares for Possible EVA Air Strike|長榮空服罷工投票 交部評估應會通過

On June 7, the Taoyuan Flight Attendants' Union will begin tallying ballots on whether EVA Air flight attendants should go on strike. The Ministry of Transportation and Communications believes members will vote to go on strike, and has already informed EVA Air that it needs to continue servicing its exclusive routes.
Three representatives from the Taoyuan Flight Attendants' Union arrived outside the Chang Yung-fa Foundation at 4 a.m. They said the hours that flight attendants work on EVA Air flights to Beijing, Tokyo, and Phnom Penh leave them exhausted. The union is currently holding a vote to decide whether EVA Air flight attendants should go on strike over their working conditions. The Ministry of Transportation and Communications has spent the past several days working to convince EVA Air flight attendants and management to return to the negotiating table. It has made zero progress.
A third round of talks between labor and management was scheduled for yesterday. However, as the two sides had differing opinions, the Ministry of Transportation and Communications and the Ministry of Labor had to speak to them separately.
The latest information obtained by the ministry indicates that the vote to strike will pass. It says that in its capacity as the highest transportation authority, it hopes that EVA Air management can defuse the strike crisis as well as make any necessary preparations in the event of a strike. As EVA Air and UNI Air flight attendants are jointly dispatched, the ministry informed the airline that it needs to continue flying its exclusive routes to outlying islands even during a strike.
We have already formally expressed to EVA Air that there are some special routes that it needs to guarantee that it can continue flying regardless of the strike situation. We have also coordinated with the military as a contingency measure.
The ministry says the biggest disagreement between the two sides is the union's anti-free rider clause position. Although the MOTC is not the authority overseeing labor disputes, it will work with the Ministry of Labor to coordinate between the two sides. It hopes both sides can take one step back, so that a strike won't take place even if the vote passes.

交通部長 林佳龍表示:「本來昨天要展開第三次,勞資的再協商,那因為雙方意見還沒辦法一致,就由我們交通部跟勞動部,個別跟勞資雙方在溝通。」
根據交通部掌握訊息,罷工投票應該會通過,交通部表示身為運輸事業主管機關,希望長榮資方,化解罷工危機外,必須先做好因應,因長榮與立榮空服員為聯合派遣,交通部特別要求,即便罷工,離島獨飛航線,也不能停。
交通部長 林佳龍表示:「我們已經有正式跟長榮航空公司,表達不管它罷工的情況如何,有一些特定航線,一定要先確保能夠飛行,那我們也協調軍方應變。」
交通部表示,但目前勞資最大歧見在於工會主張的禁搭便車條款,交通部並非勞資爭議的主管機關,但會和勞動部分頭持續努力協調,若勞資雙方仍能各退一步,即便投票通過也不必然要走向罷工。
