Gas Explosion in Apt. Building in Sanxia, New Taipei City 三峽氣爆 屋內存放改造槍.鞭炮.煙霧彈

There was a gas explosion in a residential building in Sanxia District of New Taipei City on Oct. 23. Five people were sent to the hospital. The police investigation shows that the explosion had to do with a man surnamed Liu stashing firecrackers and smoke bombs in a storage room on the fourth floor. Liu will be charged with an offense against public safety. 

The forensic investigators entered the scene and confirmed that the gas explosion happened on the fourth floor, in an independent storage room apart from the residential unit. Gas erupted through the metal door. Large amounts of firecrackers and smoke bombs were found inside the storage room, as well as two replica guns and two air guns. 

Liang Hsien-tang, Chief Inspector, Sanxia Precinct, New Taipei City: “Investigations showed that the yellow powder at the scene is not gunpowder; it was residual from the burning of the smoke bombs.”

Police also found a converted replica gun lying in the courtyard outside the building, but they did not find any gun conversion kit. The gun was likely ejected from the apartment during the explosion. The storage room is owned by a man surnamed Liu, who was also injured during the explosion. Investigation shows that Liu has had a record of using firecrackers and toy guns to coerce people into paying up their debt.

Liang Hsien-tang, Chief Inspector, Sanxia Precinct, New Taipei City: “Liu sustained severe injuries. We have to wait until Liu wakes up to know more. This is considered an offense against public safety and a violation of the Firearms and Ammunition Control Act. The New Taipei District Prosecutors Office will be in charge of investigating this case. ”

Liu is suffering a second-degree burn and is currently under intubation. Four other victims suffered from minor cuts and bruises. The police will interrogate Liu once he regains consciousness. 
 

社區現場1樓散落凌亂物品，鑑識人員小心翼翼穿過，進入爆炸現場勘查，確認了爆炸點是在4樓，一處屋外的獨立儲藏室，儲藏室鐵門底部，由內向外爆裂，現場發現大量市售鞭炮、煙霧彈等危險物品，以及2把模擬槍和2把空氣槍。

新北市三峽偵查隊長梁献堂表示：「經過勘驗調查，發現這些黃色粉末其實不是火藥成分，是煙霧彈燃燒之後的粉末。」

警方也在室外花圃發現疑似改造槍1把，研判是爆炸時飛出窗外，不過在現場沒有查獲任何改造工具，而這個儲藏室為劉姓傷者所有，警方調查他過去有使用鞭炮、玩具槍等物品從事討債的記錄。

新北市三峽偵查隊長梁献堂指出：「劉男目前傷勢較為嚴重，全案還要等劉男清醒後才能進一步釐清，目前全案朝刑法公共危險罪及違反《槍砲彈藥管制條例》，報請新北地檢指揮偵辦。

而爆炸案發生當下，除了人在儲藏室現場的劉姓男子2度灼傷，還在插管治療外，其餘4名傷者都是輕傷，檢警將等劉姓男子清醒後，進一步釐清案發原因。
