President Tsai Addresses Country on 2022 National Day 111年國慶演說 總統:剩餘任期打造韌性國家

President Tsai Ing-wen delivered her address on the 2022 National Day. She emphasized that democratic resilience is the key to safeguarding Taiwan and criticized China for trying to eliminate the sovereignty of the Republic of China on Taiwan. She also called on Beijing authorities that war is definitely not an option.

President Tsai Ing-wen addressed the nation on the 2022 Double Ten National Day. In facing the post-pandemic era and a tense situation in the Taiwan Strait, the theme of her speech is "Island of Resilience: A Better Taiwan for the World." As the nation's border control will be relaxed on Oct. 13, President Tsai mentioned going against the trend to coexist with the virus and declaring that in the next year, she will stand firm with her "four persistence" and will have "four tenacities."

Tsai Ing-wen, President: “We will build four more lean resiliencies with our economy and industry under the social safety net provided by our democratic system and national defense capabilities.”

President Tsai emphasized that the primary task of building a resilient country is to construct a resilient economy and industries. She will continue to promote the six core strategic industries as the global supply chain restructures. Taiwan must emphasize to the world that the clustering of semiconductor manufacturing in the country is not a risk but a key point.

Tsai Ing-wen, President: “We will continue to maintain Taiwan's cutting-edge, manufacturing advantages of semiconductors. We will also assist the world in restructuring the semiconductor supply chain to make it the most efficient and maintain our important global status in semiconductors.”

Democratic resilience is the key to safeguarding Taiwan. The people of Taiwan must have a consensus on a free and democratic system, especially in the face of infiltration and intentional sabotage by foreign forces. President Tsai believes that it is necessary to continue to seek international support.

Tsai Ing-wen, President: “The international community is very aware that maintaining Taiwan's security is to maintain regional stability and democratic values. Once Taiwan's democratic freedoms are destroyed, it would be a major setback for the world's democratic countries.”

It is necessary to enhance national defense capabilities for regional cooperation. In addition to domestically produced fighter jets and naval ships, national defense awareness must be strengthened. President Tsai focused on the cross-Strait situation in the second half of her speech. She criticized China's recent attempts to eliminate the Republic of China's sovereignty over Taiwan. She emphasized that peace and stability in the Taiwan Strait are the common responsibility of both sides.

Tsai Ing-wen, President: “I would like to appeal to the Beijing authorities. Fighting against each other is definitely not an option for both sides of the Strait. The foundation of restarting positive interaction between both sides it by respecting the Taiwanese people's insistence on sovereignty and democratic freedom.”

President Tsai reiterated that under the principle of rational equality and mutual respect, she is willing to work with Beijing to find a way for peace and stability in the Taiwan Strait. Finally, she concluded by dedicating a better Taiwan to the world, emphasizing that it is an honor and a blessing to say that "I am Taiwanese."

111年雙十國慶，面對後疫情時代及台海局勢緊張，總統蔡英文以「給世界一個更好的台灣—堅韌之島．韌性國家」為主題發表演說，10月13日邊境管制即將放寬，蔡英文首提在疫情中逆勢前進，宣示接下來任期要站穩4個堅持，更要有4大韌性。

蔡英文表示：「經濟產業在社會安全網，在民主自由體制，在國防戰力，打造更精實的4大韌性。」

蔡英文強調打造韌性國家的首要任務，就是經濟產業的韌性，面對全球供應鏈重組，持續推進6大核心戰略產業，更要向國際強調，半導體製造業聚集台灣，不會是風險而是關鍵之鑰。

蔡英文表示：「我們會持續維持台灣在半導體尖端製造的優勢和能量，同時也會協助全球在半導體供應鏈重整上，進行最佳的配置，讓護國神山的全球地位更形重要。」

民主韌性更是守護台灣的關鍵，要讓自由民主體制，成為全民共識，尤其面對境外勢力的滲透及意圖破壞，蔡英文認為要持續爭取國際支持。

蔡英文表示：「國際社會非常清楚維護台灣的安全，就是維護區域穩定跟民主價值，一旦台灣的民主自由被摧毀，將是世界民主陣營的重大挫敗。」

區域合作要提升國防戰力，除了國機國艦國造，更要強化全民防衛意識，演說後半將重點放在兩岸局勢，蔡英文批評中國近來試圖消滅中華民國台灣主權的作為，強調台海和平穩定是兩岸共同責任。

蔡英文表示：「我要呼籲北京當局，兵戎相見絕對不是兩岸的選項，唯有尊重台灣人民，對主權和民主自由的堅持，才是重啟兩岸良性互動的根本。」

蔡英文重申在理性平等及相互尊重之下，願意和北京尋找台海和平穩定的方法，最後則以把更好的台灣獻給世界做結語，強調大聲說出我是台灣人是一種光榮，也是一種榮耀。
