Another Railway Police Officer Assaulted by Passenger|又補票糾紛 民眾拒補票持安全帽襲列車長

In July, Chiayi railway police officer Lee Cheng-han was killed in the line of duty. Recently, on a Tzuchiang Express train traveling from Yunlin to Chiayi, a passenger without a ticket that was asked to pay for his ride attacked the conductor with a safety helmet. Fortunately, a report was filed right away and the railway police were able to take immediate action when the train arrived at the station.
A male passenger grabs the conductor's walkie-talkie and hurls it to the ground. Several passengers look up to see what all the noise is about. Irate over being asked to purchase a ticket, the passenger assaults the conductor.
The conductor was trying to record him with his phone, and he got really mad and grabbed the phone and threw it on the ground. He also grabbed the conductor's walkie-talkie (and then) assaulted him with a safety helmet.
The Tzuchiang Express train was en route to Chiayi at the time. Two months ago, a railway police officer was killed by a passenger over a similar ticket dispute. Railway police were waiting at the platform when the trained pulled into Chiayi. The passenger did not put up a fight when he saw the police but then apparently fainted. However, he rejected a ride to the hospital and left on his own.
When we got on the train, we saw the conductor and the passenger in question in a confrontation in the corridor. The passenger was very clearly in an extremely emotional state.
The passenger in question was wielding a safety helmet. He was kind of worked up. We asked him to get off the train.
Police say the passenger will face assault charges. After the July incident, President Tsai Ing-wen promised change. However, a railway source says the central government's promise of 260 additional railway police officers has not materialized and outside help from special police corps is currently required at all railway stations. Taiwan has a total of just 650 railway police officers and the shortage is a huge problem. The source says the central government knows a force of least 1,000 officers is needed, but has not responded in any way. Therefore, railway police are not holding their breath.

目擊乘客表示:「看到列車長拿手機起來要錄他,所以很生氣地把列車長的手機,就是搶過來,然後摔到地上,然後那些無線電也是被他摔的,(還有)就是拿安全帽打他。」
這列自強號列車從雲林開往嘉義,衝突則發生在前往嘉義途中,但今年7月才有嘉義鐵道警察李承翰因處理補票糾紛殉職,因此警方一接獲通報,立刻派同仁在月台待命,最後男子配合警方下車時,一度疑似身體不適昏厥,但拒絕送醫自行離去。
台鐵嘉義站站長 林文欽表示:「我們上車的時候是看見列車長跟那個乘客,兩個人在走道上對峙,旅客的情緒是很明顯的,非常的激動。」
鐵路警高雄分局嘉義所副所長 李盈樺表示:「該民眾有持安全帽,情緒是比較激動一點,那我們就以勸導方式緊急下車。」
警方表示,男乘客涉嫌攻擊列車長,將依傷害罪函送,只是李承翰事件發生後,總統蔡英文承諾改善,要錢給錢要人給人,但有同仁私下透露,中央預定增補鐵警局的260名警力還沒到位,目前仍由支援的保警搭配鐵道警才能負荷雙警執勤的任務,以現階段全台鐵路警650多名警力來看,不靠支援無法負荷,除非人力增補到千人,而人力需求雖提報,卻都沒回音,能否真能補足缺口,連基層都沒把握。
