Taiwan will replace current national identification cards with digital versions in 2020. However, prosecutors recently discovered a case of someone making counterfeit ID cards and even selling them on China's Taobao online shopping website. The cards are made with anti-counterfeiting paper, oil-based ink and other products that look just like the kind used in real ID cards. The Ministry of the Interior stresses that Taiwan's ID cards have over 20 anti-counterfeiting designs and it's not easy to counterfeit them.
In December, prosecutors caught wind of someone making counterfeit national identification cards and asked the Ministry of the Interior for help differentiating between the real and fake cards.
Actually, after we examined them closely, we saw (the fake ID cards) are rough in quality. You can clearly tell the difference in font size. Our genuine ID cards are much more refined.
The Ministry of the Interior is adamant ID cards are hard to counterfeit because of their 20-plus security features, but the ones sold on Taobao appear to be produced with anti-counterfeiting paper and oil-based ink similar to the kind used in real ID cards. As counterfeit ID cards could conceivably be used to apply for a passport and create a fake identity that could then be used to take out loans, the ministry has asked prosecutors to investigate. It has also launched a campaign to educate the public on ways to differentiate between real and fake ID cards.

Genuine ID cards feature laser-etched images and floating nano-watermarks of Taiwan proper along with a "TAIWAN" security line. The security line on the counterfeit cards is poorly reproduced. In addition, no holes should be visible on the backs of cards. The ministry says producing and using altered ID cards is punishable by up to five years in prison or a fine of up to NT$ 500,000.
