Questions Arise in New Taipei City Report: CECC CECC:恩恩案報告2疑點 救護車調派.缺專線

The investigative report regarding the death of Enen has been publised. However, the Central Epidemic Command Center and the New Taipei City seem to be at odds as to who should be held accountable for the tragedy.

Controversies from the Enen case continue. The New Taipei City Government has been questioned for delaying medical treatment. The Central Epidemic Command Center revealed suspicious points in New Taipei City's report on the 14th. It is understood that an ambulance should be dispatched directly if a life is in danger. New Taipei City Mayor Hou Yu-ih also understands this point. The CECC also denies that an ambulance needs to be assessed and approved by the New Taipei City Health Department. The fire department repeatedly contacted the health department for consent in Enen's case. New Taipei health and fire departments did not have a dedicated line. Additionally, the family and the fire department could not contact the health center. The city government responded that all staff were on duty, but the number of dedicated phone operators were unknown.

Chuang Jen-hsiang, Spokesperson, CECC: “The New Taipei City Fire Department received this emergency call on 119. They contacted the health department several times. The circumstances in which they sought consent are contradictory and irrational.”

The CECC stated that the report was contradictory and unreasonable, and it would ask the New Taipei City Government to explain it again. It will also provide the Control Yuan with New Taipei City's two formal replies and the CECC's opinion. However, the New Taipei City Government denied that there were any contradictions in the report, saying that it followed central government guidelines at the time. The city said according to central guidelines, the fire department must first confirm that there is an admission hospital before picking up a confirmed COVID patient. Otherwise, even if the ambulance picks up the patient, there will be no hospital to send them to.

Kao Shih-chi, Spokesperson, Health Dept., New Taipei City: “After the Enen case, on April 17, the National Fire Agency then did not require county and city fire departments to confirm that there is a receiving hospital. The nearest vehicle should be dispatched immediately with personnel dressed in standard protective equipment.”

Mr. Lin, Enen Family Member: “The patient is in a coma and they still didn't send an ambulance. And then you continue to make worthless calls over there. So it's all the fire department's fault? Do they want to blame it on the 10 low-level, frontline workers who were on duty at that time?”

The New Taipei City Government continue to exchange fire with the central government, reiterating that the central government only notified county and city fire departments after the Enen case that they do not need to confirm that there is a receiving hospital and that the nearest ambulance can be dispatched immediately. New Taipei City is also demanding the CECC release the 1922 call recording so that the outside world can understand the entire event. Enen's dad once again criticized the New Taipei City Government on the 15th for being inconsistent and unable to connect its lies. He also questioned whether Mayor Hou wanted to let the frontline firefighters take the blame. Hou responded that his front-line colleagues work very hard and everyone should be considerate of their feelings.

恩恩案爭議延燒，新北市政府被質疑延誤就醫，指揮中心要求新北市府提交調查報告，14號揭露這份報告疑點，包括新北市長侯友宜在內，都了解「有生命危險就應直接派救護車」，也否認需要衛生局評估同意才派救護車，但消防局在恩恩案卻仍多次聯繫衛生局徵求同意；以及衛生局與消防局沒有聯繫專線的配套措施，加上家屬、消防局聯繫不到衛生所，市府卻回覆人員均在勤，專線服務人數不明。

疫情指揮中心發言人莊人祥：「這個新北市消防局，在119接到這個本件緊急狀況，求救的時候，還會多次聯繫衛生局，那徵求其同意的情形，那顯有矛盾且不合常理之處。」

指揮中心表示，報告有矛盾且不合理之處，會再要新北市府說明，也會將新北市的兩次回函及指揮中心的意見，提供監察院調查參考。不過，新北市府否認報告有矛盾之處，表示當時按中央指引，消防機關執行防疫後送任務前，要先確定有收治醫院，否則救護車即使載到患者，也沒有醫院可送。

新北市衛生局發言人高詩琪表示：「中央是直到恩恩案之後，內政部消防署在4月17號才有通報，要求各縣市消防局不必確定有接收醫院，應該立刻派遣最近的車輛，著標準防護裝備前往。」

恩恩爸說：「病人昏迷也不出車，然後你在那邊空打電話，那都是消防局的問題囉？是要讓值班的基層那10幾個同仁，去擔黑鍋嗎？」

新北市府跟中央隔空交火，重申中央是在恩恩案後，才通報要求各縣市消防局，不必確定有接收醫院，應立即派遣最近車輛前往，也要求指揮中心應一併公布1922通話過程，讓外界了解事件全貌。恩恩爸15號再度痛批新北市府說法前後不一，無法圓謊，也質疑質疑市長侯友宜是否要讓基層消防人員來背黑鍋。對此，侯友宜應回應，第一線同仁很辛苦，要體諒他們的心情。
