Appointments for 13th Vaccination Round Opened 第13期疫苗預約 上午10點BNT 下午2點AZ

People began making appointments to get vaccinated in the 13th round of vaccination on Nov. 3. The available vaccines are first and second doses of AZ and BNT. This time, appointments for the different vaccines were accepted at different times, with the morning reserved for making BNT appointments and the afternoon for AZ appointments.

The pharmacist checks to make sure personal information has been inputted correctly and the criteria to get vaccinated have been met. People were allowed to make appointments to get vaccines on Nov. 3, and some headed to pharmacies early in the morning armed with their National Health Insurance cards to ask pharmacists to make their appointments to receive their second dose of the BNT vaccine. 

Resident: “It's slower if I use my phone to access the website, so I thought it would be better and faster for me to come to the pharmacy. ”

Huang Yen-ju, Pharmacist: “Pharmacies have special connections with the National Health Insurance Administration, and the system promptly went online at 10 a.m. It's also easy to use. This round doesn't include Moderna, so you can make appointments to get the BNT and AZ vaccines at neighborhood clinics.”

Appointments for the 13th vaccination round were opened on Nov. 3. People were able to make appointments to get their first or second doses of the AZ and BNT vaccines. This time, appointments for the different vaccines were accepted at different times, with BNT slots available starting at 10 a.m. and AZ slots available starting at 2 p.m. In Taipei, the Taipei City Government made the decision to administer only one type of vaccine at one time to reduce the possibility that the wrong vaccine would be administered. Some people were unaware that certain vaccines wouldn't be available at certain times, so pharmacists had to double check with them. The global vaccination coverage rate is slowly increasing, and many countries have loosened border restrictions. National Taiwan University College of Public Health Professor Chen Hsiu-hsi said Taiwan can use risk stratification and countries' vaccination coverages to set different quarantine requirements.

Chen Hsiu-hsi, Professor, College of Public Health, NTU: “We can consider allowing home quarantine for those from low-risk countries or countries with a low vaccination coverage but that have remained very low risk instead of forcing them to stay at centralized quarantine facilities.”

Scholars say the centralized quarantine facility requirement can continue for countries classified as medium- to high-risk, regardless of their vaccination coverage rate, and low-risk countries with a vaccination coverage rate of under 40 percent. The vaccination coverage rate can be used to determine whether to reduce the quarantine requirement for countries with an extremely low risk.

預約民眾表示:「用手機上網的話會比較慢，所以想說到藥局這邊來會比較方便，比較不會延遲這樣。」
 

藥師黃彥儒表示:「藥局是走跟健保署有專門的連線，所以10點一到系統很準時就打開，操作上也相當的順暢，這一期相對的因為沒有莫德納，所以像BNT跟AZ，可以就近診所來預約來施打。」

第13期新冠疫苗3號開放預約接種，提供AZ與BNT的第一劑、第二劑接種，不過這回是採分流預約，上午10點開放的是BNT，下午2點則是預約AZ，藥師表示，以北市來說，因擔心一個診所同時開打多種疫苗會有打錯的狀況發生，市府會將疫苗施打時間做分配，所以就會遇到民眾想打的時間，剛好沒在打某種廠牌的新冠疫苗，因此得再三跟民眾做確認。而全世界疫苗覆蓋率增加，邊境管制也逐漸走向開放，台大公衛教授陳秀熙就認為，台灣其實可以入境風險分層的方式，並視該國的疫苗施打狀況，來區分入境的檢疫措施。

台大公衛學院教授陳秀熙表示:「低風險的以及疫苗施打，比較沒有很高的國家，但是它風險永遠維持很低的這些國家，我們入境之後可以考慮來做居家隔離，而不必做所謂，不一定要做所謂的集中檢疫。」

學者認為，對於入境國家的管制，不管疫苗施打率高或低的國家，只要列在中高風險，或是低風險但疫苗完整施打率低於40％，入境後可依現行規定集中檢疫，若是疫情極低風險的國家，可以依疫苗覆蓋率，縮短入境後隔離檢疫天數，來避免國內疫情再次大規模發生。
