China Implementing New Food Safety Import Regulations 中國要求 食品銷中需所屬國家.地區送申請

China's new regulations will require exporters of food to China to provide certification from their government starting next year. Taiwan's FDA says companies in 18 categories with a production value of NT$32.1 billion will be affected.

Taiwan exports NT$1.45 billion's worth of pineapple cakes to China every year. In April, China announced new food safety import regulations requiring the governments of countries or territories exporting food to China to complete registration processes and provide certification documents.

Wu Hsiu-mei, Director-General, Food and Drug Administration："We will have a uniform system where food companies can submit their information, and we will send all the documents over all at once."

According to Taiwan's Food and Drug Administration, applications and certification will be required for 18 food categories, including meat and meat products, seafood, swallow's nests, egg products, filled pastries, nuts, dried fruit, and health foods. The total production value of these products is estimated at NT$32.1 billion.

The FDA says 14 categories of food previously exported from Taiwan to China qualify for simplified registration, including propolis, honey, pumpkin seeds, peanuts, longans, coffee beans, and processed foods. It says it will help exporters with "package registration."

The FDA also responded to criticism about its slow response and not doing anything for six months, saying China didn't notify Taiwan that companies that don't register with Taiwan's government before Oct. 31 can register individually later on.

衛福部食藥署署長 吳秀梅表示：「由國家統一造冊過去的，到(中國)那邊，就是等於是一次的送件。」

食藥署表示，依中國新制規定，需要提出申請進口食品，總計有18類，包含肉與肉製品、水產品、燕窩、蛋製品、包餡麵食、堅果、乾果、保健食品等，粗估影響產值，約321億。

衛福部食藥署署長 吳秀梅表示：「我們估計，應該會有幾萬家的業者，產值粗估，應該相關的業者也不少。」

食藥署表示，目前有14類食品，包括蜂膠、蜂蜜、白瓜子、花生、龍眼，以及加工食品咖啡豆等，曾銷往中國，可申請簡易推薦註冊，將透過包裹式，協助業者登錄註冊。

農委會國際處處長 林家榮表示：「如果在10月31號以前，沒有透過我們這個食藥署的這個窗口，那之後，還是可以來循相關的管道，透過食藥署，然後再來跟中國大陸來申請。」

至於外界質疑，中國4月中旬，已發布新制，為何食藥署慢半拍?食藥署澄清，中國直到前天，才寄出信件通知台灣，如果未能在10月底前完成註冊，後續還是可以"個案"方式註冊。
