Denomination of Quintuple Stimulus Vouchers Unveiled 五倍券亮相 有200元500元與1千元3種面額
Premier Su Tseng-chang announced more details regarding the quintuple stimulus vouchers that will be introduced on Oct 12. Su said they are basically "cash" with an expiration date and can be used to pay virtually everything including tuition, but not fines or taxes.
The special budget for the quintuple stimulus vouchers was approved by the Executive Yuan today and will now be sent to the Legislative Yuan. The Executive Yuan passed a special bailout budget on Sept. 9, including NT$127.3 billion for stimulus vouchers. Premier Su Tseng-chang showed the media what the NT$200, NT$500, and NT$1,000 denomination vouchers will look like and discussed their anti-counterfeiting features.
Su Tseng-chang, ROC Premier:"It's exactly the same as our national currency, the NT dollar. There are also 11 anti-counterfeiting features. They can be used at restaurants and night markets and markets. They can be used to pay tuition and cram school fees. You can use them at department stores. Where can't they be used? Overseas websites, to buy stock and pay taxes and fines."
Citizens that prefer digital vouchers can start tying vouchers to their credit cards, e-ticket cards, or mobile payment accounts starting Sept. 22. Registration for vouchers at convenience stores will start on Sept. 25. Vouchers can be used starting Oct. 8. Registration for paper vouchers at post offices will start on Oct. 4 with pickup starting Oct. 12. There will be special arrangements for pickup due to the epidemic. To boost the digital usage rate, the Ministry of Economic Affairs is providing NT$500 food vouchers and promoting mobile payments at markets and night markets.
Wang Mei-hua, Economic Affairs Minister:"We are very actively promoting mobile payments for markets and night markets. We hope this is an opportunity for major transformation. Mobile payment companies are for the most part willing to set up (quintuple stimulus voucher) settings."
The National Development Council says the vouchers will create an economic value of NT$200 billion. Minister without Portfolio Audrey Tang says the official voucher website, 5000.gov.tw, will go online on Sept. 22. There will be an early preview at some point and a press conference will be held at some point to announce relevant details.

1600億的紓困振興第四次追加預算案,9號在行政院會通過,其中1273億將用振興五倍券,行政院長蘇貞昌親自主持「振興方案記者會」,率領部會首長,向外界說明,還秀出樣張,有200元500元以及1千元三種面額,以及防偽標示。
行政院長 蘇貞昌表示:「就跟我們的國幣新台幣完全一樣,而且有各種防偽的設計,高達11種。餐飲夜市市場都可以用,可以繳學費、補習費,各方面,百貨公司都可以用,但那些不能用,境外電商網購不能、買股票、繳稅繳罰等等。」
想要數位五倍券的民眾,9月22日起就能進行綁定,包括信用卡、電子票證以及行動支付,若是想利用超商進行紙本或是數位預約,則是9月25日開放,都是10月8日可以開始消費,若還是習慣到郵局預約紙本,則要等到10月4日,12號可以領取,也是因應疫情,特別採取分流方式,避免群聚,而為了提升數位使用率,經濟部除了加碼好食券500元,還針對市場夜市推廣行動支付。
經濟部長 王美花表示:「非常積極針對市場夜市,來推廣行動支付。這樣的,希望藉由這次,也同步來大力轉型。綜合電商的部分,大致上都同意,在裡面全部都要設(五倍券)專區。」
對於五倍券的經濟效益,國發會預估,將創造2千億的效益,因為五倍券比三倍券更好領、更好用、更刺激,因此期望能達成效益,至於五倍券官網5000.gov.tw,政委唐鳳指出,9月22日會上線,而在此之前會先公布預覽,至於細節,將會再開記者會說明。
