The number of Hong Kong students who applied for colleges and universities in Taiwan raised by 60 percent after the anti-extradition bill protest last year. After the recent passing of the National Security Law, there have been speculations that there will be more students from the city who wish to study in Taiwan. The Ministry of Education said that, in case there are emergency cases, it will evaluate whether it's necessary to set up a special task force to process the applications.
Since the anti-extradition bill protest last year, the recent pandemic and the passing of the National Security Law have all destabilized Hong Kong. This makes more Hong Kong student interested in studying in Taiwan. According to figures from the overseas student recruitment association, the total number of application has risen by 60 percent compared to last year.
The figure saw a small increase, but nowhere near as much as some have speculated. Due to various incidents such as the recent pandemic, many schools (in Taiwan) have not fulfilled their recruitment quota. Many (students) might be hesitating due to the pandemic. I hope the education ministry would decide this week on whether it's necessary for to launch another recruitment campaign.
However, the results of individual applications had already been published in March. If students in Hong Kong want to come to Taiwan due to the passing of the National Security Law, they can only apply to colleges and universities who are still recruiting on their own. Take the National Tsing Hua University as an example, it is still short of the recruitment quota after the recruitment campaign in March. And the university is no longer recruiting on its own.
Although we are short of our recruitment target, the education ministry did not allow us to recruit for a second time. There was not special quota for Hong Kong students during the anti-extradition bill protest. Therefore, these students cannot be admitted for the upcoming 2020 school year. On the other hand, many colleges and universities are still recruiting overseas students with ROC passport.
The Ministry of Education has said that it would evaluate the necessity of setting up a special recruitment project if there are emergency cases. But so far, no concrete plan has been announced. The ministry has responded to outside speculations saying that there are more than 20 colleges and universities that are still recruiting on their own, with more than 4,000 spaces to fill, and that if Hong Kong students are interested, they can apply through the website of overseas student recruitment association. The ministry said it will continue to monitor and evaluate the situation.
從去年的「反送中運動」,到今年的肺炎疫情和「港版國安法」通過,香港局勢動盪未明,也讓不少香港學生想來台就學。根據海外聯招會統計,今年的申請案比去年增加六成。
實踐大學校長 陳振貴表示:「是有比以前高一點點,但是並沒有想像那麼高。疫情的關係、種種的關係,事實上,各個學校都還有缺額,可能疫情的考量等等。(建議教育部)盡快在這整個禮拜,就做成決定,(看是否要)發出公文,以便各校(再次)啟動聯招或是單招。」
但目前,台灣的「個人申請」管道,已經在三月放榜,如果學生因為「港版國安法」通過,現在還想來台,只能報考具有「單招」管道的大專校院。以清大來看,在三月聯招過後,大學部還有90多個缺額,而且單招已經截止。
清華大學教務長 焦傳金表示:「雖然我們有缺額,但是教育部,並沒有准許我們進行二次的聯招,也沒有反送中的時候,有所謂的香港專案,所以這批學生呢,目前是沒有辦法在109學年度入學。(另外)境外台生的部分,就不限於香港,不過這個是,需要有中華民國國籍的學生,各校都在進行。」
至於教育部,是在日前指出,如果有突發或緊急需求,會再研擬港生專案可行性,但目前還沒有公布專案辦法。針對外界疑慮,教育部也說明,目前大專校院,還有20多所學校持續辦理單招,還有超過4千個名額,如果港生有意願,可以到海外聯招會的網站查詢、報名。未來也會持續觀察情勢,進行評估。
