China-US Trade War Helping Investment in Taiwan|52家台商返台投資 總金額近2800億

Due to the uncertainty from the China-US trade war, many Taiwanese companies in China have returned to Taiwan to invest. According to Ministry of Economic Affairs statistics, 52 Taiwanese companies have chosen to return to Taiwan to invest a total of NT$279.5 billion to date. The ministry estimates this can create 27,000 job opportunities. The Executive Yuan has also passed a special law governing the return of overseas capital by Taiwanese companies. However, industry representatives say the tax rate remains high and there is not enough incentive. They say the tax rate in the first year should be decreased from 8 percent to 3 percent in order to attract more Taiwanese companies back.
Many China-based Taiwanese companies are taking their investments back to Taiwan due to the high tariffs that have resulted from the China-US trade war. According to the Ministry of Economic Affairs statistics, inflow of capital to date has reached almost NT$300 billion.
NT$40 billion in investments from five more companies have been approved. We expect the creation of 4,000 more jobs. These include Quanta, Giant Bicycles and also Johnson Health Tech -- companies like these. There are also -- most of them are electronics companies, including big companies, medium-sized companies, and small companies.
As a result of the trade war, the government's investment goal of NT$250 billion has been reached ahead of schedule and President Tsai Ing-wen has raised the goal to NT$500 billion. The Executive Yuan, meanwhile, has passed a returning offshore capital management, usage and tax law giving investors a preferential tax rate of 8 percent in the first year and 10 percent in the second year for investments made within a set two-year period. However, industry representatives say the tax rate is still too high and not enough of an incentive.
I've heard from many Taiwanese companies who say that these new incentives from the government are nowhere near enough to bring their capital back to Taiwan. We hope the government can lower the tax rate (for returning capital in the first year) to under 3 percent. Overseas Taiwanese businesses have NT$10 trillion in capital and we would be happy with a return of just NT$1 trillion (to Taiwan). (The goal of NT$50 billion) is really way too low.
The TAIEX was buoyed by the inflow of capital and optimism about China-US trade talks, opening up 17 points on the 10th and hitting 10,807 points during trading. Analysts are waiting to see how the trade talks turn out and what impact they will have on the stock market next week.
美中貿易戰升溫,"高額關稅"利空衝擊壟罩,近來不少台商選擇回台投資,根據經濟部統計,這一波台商返台投資大爆發,累計金額直逼3000億台幣。
經濟部投資業務處長 張銘斌表示:「又通過了五家,投資金額400億,那預計可以再創造4千個就業機會,這裡面我們過去包括廣達啦,還有像巨大啦,還有喬山啦,這幾家,那另外大部分電子業,包括大型的、中型的、小型的都有。」
台商返台投資,提前達成2500億年度目標。總統蔡英文表示,已將年度目標翻倍,提升到5000億。引導台商資金回台第三支箭,日前行政院已通過"海外資金匯回管理運用及課稅條例",只要在2年期限內,有實質投資,第一年租稅優惠是8%,第二年10%,不過,工商界認為,稅率還是偏高,誘因不足。
商總理事長 賴正鎰表示:「我聽到台商的聲音是說,以目前政府訂定的這些辦法,台商是不願意回來的,那麼我們希望這個部分,(第一年匯回資金)能夠把它,降到3%以下,我們(海外台商)有10兆的資金,如果回來1兆的話我們就很高興。(目標5000億) 那實在太少了。」
而這波台商回流,利多消息,帶動台股反攻,加上美中貿易戰談判結果,預估將朝向正面樂觀,台股吹起反攻號角,開盤漲17點,盤中來到10807點,漲跌互見,進入整理格局,分析師認為, 回補買盤還在觀望,預估美中貿易談判結果出爐後, 下週台股才會反應。
