Farm Land Price in Taiwan Tops the World|台灣農地超級貴 平均每頃4882萬元

According to the data collected by a local printing press, in 2016, one hectare of farmland in Taiwan cost on average NT$ 48.82 million. The price is the highest in the world and it tops countries such as Australia, the United States and Japan. The price of domestic farmland has seen drastic increase in recent years, especially the price in New Taipei, which more than doubled in the last six years.


In order to build a healthy and toxic-free environment, the Xinjian Village in Yilan's Sanxing Township has focused on organic farming in recent years. What the village didn't expect, was that the improvement for environment has attract more to move to the area and build farmhouses, which in turn drove up the price of farmland. One ping of land used to cost NT$ 3,000, and it's now gone up to NT$ 15,000. The land is no longer affordable for the farmers.

The government opened up the farmland for purchase to everyone, even those who aren't registered farmers. This messes everything up. As long as people have enough money, they get to do whatever they want, and this is how it's turned out.

According to the data collected by a local printing press, the farmland price in Taiwan is the highest in the world. In 2016, the per-hectare price was NT$ 48.82 million, 750 times that of Australia, 157 times of the price in the U.S., and 14 times of that in Japan. New Taipei City saw its farmland price grow the quickest, which grew by 117 percent in the last six years. The price, now at NT$ 160 million, is the highest in Taiwan. The scholar believes the skyrocketing price has to do with the messy urban planning.
The price of farmland was low when the construction company bought it. And then by political intervention, the prices could see some changes. If the area is turned into land for housing complex, then the price could grow by several times.

Our primary focus was to maintain a certain area of farmland across Taiwan, because it matters to the safety of produce and to sustainable development. We absolutely will protect between 740,000 to 810,000 hectares of farmland.

Building farm houses on farmland to drive up the land price doesn't just happen in Taiwan. Drone footage from an NGO in Canada shows that luxury houses have occupies a bigger and bigger area of farmland, and some of the houses are purchased by foreigners, driving up the land prices to where it's unaffordable for local farmers. And the increasing number of farmhouses isn't the only reason for land prices to grow, the illegal construction of factories in the middle of Taiwan and building farms along the coastal area in Tainan to generate more electricity are the other reasons why farmers across Taiwan are losing their farmland.


為了打造健康無毒的環境,位於宜蘭三星的行健村,幾年來致力於有機生產,只是沒想到環境變好了,反而吸引更多人來買農地蓋農舍,農地價格因此飆漲,原本一坪三千多元飆升到一萬五千元,造成想種田的農民.卻再也買不起土地。

前三星鄉行健村長 張美(資料畫面)表示:「政府來開放說,沒農民身分也可以買,這整個都亂掉,只要我有錢我什麼不能做,就是變這樣了。」

平面媒體進行調查發現,國內農地竟然世界第一貴,2016年每公頃價格4882萬,是澳洲的750倍、美國的157倍、日本的14倍,其中新北市漲幅最大,六年來暴漲1.17倍,單價也是全台之冠,每公頃1.6億元,學者認為這與浮濫的都市計畫有關。

政大地政系教授 徐世榮表示:「農地價格相對而言比較低廉,(建商)買的時候,再透過政治力可以把它做一些變更,如果變更成住宅區跟商業區,那個價格就翻了好幾倍。」

農委會主委 陳吉仲表示:「我們的重點是第一個,怎麼保護全國的農地在一定的數量,因為這個是牽扯到全國的糧食安全,甚至永續發展,我們絕對會保護74到81萬公頃的農地。」

農地蓋農舍,造成價格飆漲並非台灣獨有,加拿大NGO組織透過空拍畫面,發現越來越多農地變成豪華別墅,而且不少買家是外國人,讓真正的農民買不起土地。不只是農地不農用,來蓋農舍、或是浮濫都市計畫進行圈地,其實在中台灣違章工廠占地,台南灣為了種電,都是造成全台農地流失的原因。
