Child Tied to Chair; Abuse Incident Surface in Taichung Daycare|家長控綁椅虐童 托嬰中心澄清"怕受傷"

There has been reports of a child abuse incident in Nantun District, Taichung City, where parents found that their 1-year old girl was tied to a chair for prolonged period. The daycare said their purpose was to avoid incurring injury to the child and not to abuse her. The Taichung City Social Affairs Bureau has deemed the measures to be excessive, and has step in to investigate.
The daycare staff member has tied a one-year old girl to a chair. And despite the girl crying and trying to get loose, no staff approached to help out. The parents felt that their daughter has been emotionally unstable, and they found out that the girl has been subject to abuse.
At about 5:30 pm, the parents came to the daycare to pick up their child. They found that their daughter was tied to a chair and was crying. Her face was covered in tears and she was exhausted from crying. The father was shocked to see it.
The parents' lawyer said that the incident took place at the end of last October. When the parents asked for the security camera footage, they were turned down by the daycare. They later on reported the incident to the police, who helped them obtain the footage. They also found that another boy was also tied to a chair, and his mobility was limited. The daycare center explained that the measure was to ensure they don't incur any injury on themselves, not to abuse the children.
As the teacher enters and exits the classrooms, they secure the children on chairs, which comes with safety buckle. The goal is to ensure their safety. We didn't use anything else to tie them down.
The Taichung City Social Affairs Bureau has deemed the measure to be excessive. Although it is not direct abuse, limiting a child's range of motion could still affect a child's mental and physical development. The daycare center has fired the staff member who tied the children to chairs. On the other hand, parents believe it was not an isolate incident, and suspect that the daycare center often resort to similar measures to limit the movement of active children. The Social Affairs Bureau has stepped in to investigate the incident.
