Construction on Taipei Dome was suspended in 2015. Now, reports have emerged that constructor Farglory Group is seeking another firm to take over its part of the project and someone has already bid NT$ 35 billion for these rights. Farglory Group says it is maintaining an open attitude and is not ruling out any possibility, while the Taipei City Government says the company will need to get an operating license and its consent before it can sell the rights.
In 2015, the Taipei City Government suspended construction on Taipei Dome. According to recent reports, a Japanese company and a Taiwan life insurance company have jointly offered NT$ 35 billion for the operating rights to Taipei Dome. The original plan calls for a shopping mall within the complex, and they are interested in changing this to a commercial building, thereby eliminating the existing accommodation issues. Constructor Farglory Group says it is maintaining an open attitude and is not excluding any possibility at the current time. Its decision making process will prioritize safeguarding the company's rights and benefits.
Nothing has been set at present, and there are no specific investors. We are not ruling out the possibility of allowing good operating teams to join us. Until then, we must respect the city government's wishes.
Farglory Group says the BOT contract with the city government stipulates no more than 50 percent of the rights can be transferred before the operating license is received. Transfers following capital increases may not exceed 60 percent. After the license is received, these limits will no longer apply. In response, the Taipei City Government said the precondition for the rights to be sold is Farglory Group obtaining the operating license, which requires the consent of the city government.
My attitude is this: the committee members who are Taipei City Government officials will withdraw from the review process, leaving only non-Taipei City Government members. However, we will live broadcast the process to ensure the review is transparent and fair.
Right now, it hasn't obtained the operating license. We must wait. Under the contract, we can choose the second party (Farglory Group) to complete this BOT project. Therefore, right now, it's impossible for it to transfer all the so-called rights.
According to Taipei City Mayor Ko Wen-je, his administration will not deliberately make things difficult, and its attitude will remain the same no matter who completes the contract. It reminds interested parties that whoever takes over the contract will have to deal with the arbitration and Control Yuan-mandated corrections that have become part of this project.
