U.S. stocks tumbled Friday, with the Dow Jones Industrial Average closing down more than 1000 points for its worst daily percentage drop since May, after Federal Reserve Chair Jerome Powell said the central bank will continue its battle against inflation "until the job is done" of getting the cost of living back to its 2 percent target. Shares in Taiwan also took a plunge on Aug. 29, TAIEX tumbled more than 400 points with the NT dollar sinking to a 29 months low.

U.S. Federal Reserve Chairperson Jerome Powell takes a more hawkish stance and signales that additional interest rate hikes are likely needed. Analysts predict a 0.75 percent rate hike in September. On the last trading day of last week, the Dow Jones Index collapsed and fell by more than a thousand points. Taiwanese stocks immediately reflected this drop at the opening on the 29th. The TAIEX fell as much as 435 points, reaching 14,843 points at one point.
Liao En-ping, Assistant VP, President Futures Company: “The estimated transaction volume on the 29th is about NT$260 billion. This may trigger a market-wide panic again. In fact, the National Financial Stabilization Fund does not rule out the possibility of re-entering the market.”
The news that the U.S. Federal Reserve will raise interest rates by 0.75 percent in September may lead to a substantial withdrawal of hot money. The exchange rate of the New Taiwan Dollar against the US Dollar opened at NT$30.28 on the 29th, it broke the NT$30.3 mark, recording the lowest price of to NT$30.392. This is a new low in more than 29 months. Experts said the Taiwanese central bank is expected to follow up in September with interest rate hikes ranging from 0.5 to 1 percent.
Lin Shih-chieh, Director, TABF: “Current domestic prices are stable compared to the U.S. and Europe. I believe that the prudent policy of the Central Bank's rate hikes should be between 0.5 to 1 percent. ”
The Financial Supervisory Commission expressed a willingness to ban shorting at the beginning of August this year, due to the fourth Taiwan Strait crisis, which impacted investors' confidence. Securities analysts said that the FSC's talks were just propaganda to propel market confidence as it was not implemented because Taiwanese stocks did not experience a systematic sharp decline. A shorting ban is not applicable at this stage. If the ban is abused, when Taiwan stocks do fall sharply, there could be a run to sell and a collapse of confidence. They recommend the FSC to be cautious.

統一期貨投顧部專業協理廖恩平指出:「預估(29日成交)量大概有到2600億左右,或許可能會引發整個市場的一個恐慌再升級,國安基金其實是不排除再次進場的可能。」
國安基金緊盯台股走勢,盤中再度拉回,指數在萬5以下,多空震盪。而美國聯準會9月升息3碼消息,恐引發熱錢大幅撤出。台幣持續貶值,台幣兌美元匯率29日以30.28元開出,貶6.2分,並迅速貶破30.3元價位,最低貶到30.392元,一度重貶1.74角,創29個多月以來新低。學者表示,9月國內央行理監事會召開,預估跟進升息,幅度在半碼到1碼之間。
台灣金融研訓院所長林士傑表示:「目前國內的物價,相較於美歐國家穩定,我相信央行這個穩健政策,(升息)幅度應該有半碼到1碼之間。」
今年8月初,因第4次台海危機衝擊投資人信心,金管會一度喊出禁空令。證券分析師表示,只是信心面喊話並未真的實施,因為台股並未出現系統性大幅下跌,現階段不適用,若禁空令濫用,台股真的大跌,恐出現擠兌賣出,出現信心潰散,建議使用時機須謹慎。
