Foundation Visited 25 Preschool Classrooms; All Were Unregistered 靖娟走訪6都25間幼兒教室 全未立案

Jing Chuan Child Safety Foundation inspected 25 preschool classrooms in the six special municipalities in April and May and discovered that all of them were unregistered. They also found that many were programs offered by companies or performing arts groups, and located on high floors inside multistory buildings. Therefore, the foundation urged the government to conduct its own inspections and help preschool classrooms to get registered.

Information on preschool classrooms can be found everywhere. Some parents even work together in groups to find the best ones for their children. Are the so-called preschool classrooms registered? Do they provide safe environments for children? 

Parent: “The thought of asking that never even crossed my mind. However, I did take note of evacuation routes.”

Jing Chuan Child Safety Foundation inspected 25 preschool classrooms in the six special municipalities in April and May. It discovered that none were registered. Many were programs offered by companies or performing arts groups, and located on high floors inside multistory buildings. The usage scope had not been changed to circumvent fire regulations.

Lin Yueh-chin, CEO, Jing Chuan Child Safety Foundation: “I only need to rent a classroom since no one's going to come and inspect or examine it anyway. It doesn't matter if there's teacher turnover. Why? Because I can ask anyone to become a teacher.”

Li Chao-jung, Secretary-General, Taiwan Parents Education Alliance: “It's not that parents don't want to give their children a good environment, it's that they didn't know these regulations existed.”

If an accident occurs at one of these classrooms for children under the age of six, the aftermath would be too horrible to imagine. The foundation urged the government to investigate quickly and thoroughly and help these classrooms to get registered so they can be regulated. Parents' groups say there should be safety certification for preschool classroom locations that parents can recognize.

想為家中的幼兒找課程，招生資訊琳瑯滿目，還有家長會揪團共學，但所謂的幼兒教室是否立案，室內環境安全與否，有家長說沒特別注意。

家長說：「也沒有想到說要去看這個，但是我是會注意一下那個逃生的地方。」

靖娟基金會4、5月，在6都實地走訪25家幼兒教室發現全部未立案，不少是公司行號和演藝團體開設的幼兒課程，這些教室主要在高樓層，建築使用沒變更，規避消防法規規定。

靖娟基金會執行長林月琴表示：「我只要租一間教室，反正平常又不會有人來查，也不會有人來評鑑，然後我今天師資流動也沒有關係，為什麼？因為隨便我只要邀得到人來擔任老師就可以。」

台灣家長教育聯盟秘書長李昭瑢表示：「家長不是不想給幼兒一個好的環境，而是我不知道原來有這些規定。」

6歲以下的孩子在這樣的環境學習，萬一發生事故後果不堪設想，靖娟要求政府立即清查，輔導這些教室並納管，家長團體建議，建立幼兒教室場所的安全合格標章，讓家長能明確辨識。
