Chen clarified that he made the statement after he resigned at the end of May, and the reason for his resignation was doubts over the independence of the committee.

Although he had already resigned, his statement may have violated professional ethics. Chen clarified that he issued the statement after resigning from the committee at the end of May. The reason for his resignation was President Tsai Ing-wen's statement that domestically produced vaccines would be administered starting at the end of July. He said the FDA would not be able to resist the pressure placed on it by the president, and it would also be difficult for members to maintain their independence. In response, Chong Inn-wen, the convener of the committee, said he is still trying to convince Chen to stay.
