Chan Tong-kai Wants to Turn Himself In in Taiwan?|陳同佳案是否設立聯繫窗口 港台各說各話

Hong Kong citizen Chan Tong-kai is believed to have killed his girlfriend in Taiwan in 2018. Recently, Chan told that he wanted to go back to Taiwan to turn himself in. As there is currently no direct contact window between Hong Kong and Taiwan, Premier Su Tseng-chang, criticized the Hong Kong government, saying the case should not be pushed back and forth and that Taiwan does not allow murderers to come to Taiwan as "independent tourists."


Hong Kong citizen Chan Tong-kai stands accused of murdering his girlfriend in Taiwan in 2018. Chan has reportedly said he wants to turn himself in in Taiwan, but this is unconfirmed due to a lack of an official contact window between Taiwan and Hong Kong. A report issued by the ROC Control Yuan in September says the ROC's Ministry of the Interior, National Police Agency and Criminal Investigation Bureau are prepared for Chan to turn himself in. On the 5th, Interior Minister Hsu Kuo-yung told lawmakers he has not received any information on the case.

(What information have you actually received? Have you been contacted by a lawyer? The minister doesn't know.) There are official channels. There has not been any contact.

So what you're saying is, you have not had any formal conversations about him wanting to turn himself in. I have not. Neither has the National Police Agency. Neither has the Criminal Investigation Bureau.

ROC Premier Su Tseng-chang, meanwhile, told the media the Hong Kong government needs to stop pushing the case back and forth.

He wants to surrender in Taiwan. Hong Kong has a government. Taiwan has a government. A good conversation can be had. He can't possibly come here as an independent tourist. We would not allow a murderer to enter Taiwan and come and go as he pleases. So, the Hong Kong government doesn't need to push the case back and forth like this. Our government will handle the case in accordance with the law.

Su says murderers are not allowed to come into Taiwan as "independent tourists" and the government will proceed in accordance with the law if Chan really surrenders himself in Taiwan.



2018年香港男子陳同佳涉嫌在台灣殺死女友潘曉穎一案，日前陳同佳透露想到台灣投案，但香港保安局與我國陸委會對於有無建立聯繫窗口，雙方目前各說各話。根據監察院上個月公布，關於調查陳同佳案的報告，當中指出，投案窗口及相關作業程序，內政部警政署刑事警察局已完備相關工作，沒有拒收陳嫌。內政部長徐國勇5號在立院內政委員會備詢時，也被問到是否掌握此案進度，他表示沒有收到相關訊息。

國民黨立委 陳玉珍 vs. 內政部長 徐國勇 vs. 刑事局長 黃明昭表示：「(確實的訊息是什麼？來，律師有聯繫嗎？部長不知道？) 報告委員，有關官方的管道，都沒有接觸。(意思說，你們有沒有正式接到，他要投案的訊息？) 我沒有，警政署這邊都沒有，刑事局這邊也沒有。」

而行政院長蘇貞昌5號受訪時則指出，港台要好好談，並喊話香港政府不要推來推去。

行政院長 蘇貞昌表示：「他要來台灣投案，香港有政府，台灣有政府，就好好的談。他不可能來這裡自由行，我們也不會容許一個殺人犯，自由來去。所以香港政府用，不著推來推去。我們政府，一切會依法辦理。」

蘇貞昌強調，不容許殺人犯來台「自由行」，如果陳同佳來台投案成真，政府會依法辦理。
