Japanese Coast Guard Rams Taiwanese Fishing Boat|我漁船釣魚台海域遭撞 蘇揆要求日方說明

Yilan Suao-registered fishing boat Hsin Ling Po 236 was operating near the Diaoyutai Islands when it was hit by a Japanese Coast Guard vessel. The boat arrived safely back with all seven crew members. Yilan County Magistrate Lin Zi-miao protested the Japanese Coast Guard actions, asking for restitution and an apology. Premier Su Tseng-chang also asked Japan to give an explanation and said Japan is not allowed to act inappropriately towards Taiwan's fishermen.

The captain of the fishing boat recounts how the Japanese Coast Guard rammed his boat.The Hsin Ling Po 236 was operating 12 nautical miles from the disputed Diaoyutai Islands on the 27th when it was hit by a Japanese Coast Guard Vessel. The bow of the boat was damaged in the collision. The crew reported the incident to the Fishery Radio under the Fisheries Agency, which then notified the ROC Coast Guard. The Coast Guard sent a ship to escort the boat back to Taiwan.
At around 4:30 p.m. (on the 27th), they met up with the Hsin Ling Po fishing boat and asked how the captain was. There were no major safety issues, and they immediately escorted the boat back to Taiwan.
The boat arrived back in Suao on the 28th with all seven crew members safe and sound. They were welcomed back by Yilan County Magistrate Lin Zi-miao and representatives from the fishermen's association, who called for restitution and an apology from the Japanese Coast Guard.
The Yilan County Government and Fishermen's Association stand with the fishermen to protect their rights.
(Japan) should have waited until (the crew) was done fishing and determined who was at fault instead of using force and violence to injure our fishermen. This was extremely inappropriate. Japanese people are aggressive brutes.
Taiwan has a no-interference fisheries agreement with Japan for an area of 12 nautical miles from Diaoyutai. Taiwan's fishing community is calling on the government to protect their rights.
The fishermen were not treated appropriately by Japan. The Fisheries Agency stand with the fishermen and will defend their rights.
Taiwan's Fisheries Agency says it will work with the Coast Guard and other agencies to negotiate with Japan through available diplomatic channels. Premier Su Tseng-chang, meanwhile, called for an explanation from the Japanese government and said Japan is not allowed to treat Taiwan's fishermen this way.

陳姓船長一提起漁船遭到日本公務船衝撞的過程,還心有餘悸。新凌波236號,27號在釣魚台西方12浬處作業,遭到日本海上保安廳公務船衝撞,船首受損。漁會電台獲報後,通報海巡署,派出基隆艦前往馳援。
海巡署巡防組長 王正信表示:「他在(27號)下午,大概4點半左右,就到現場,跟凌波號的漁船會合,也關心他的船的狀況。那沒有安全顧慮,馬上戒護他,返回台灣。」
船艦戒護下,漁船28號清晨返回南方澳,船上7人平安。包括宜蘭縣長林姿妙、漁會代表,都到場聲援,認為案發時漁船正要收網,日船不應該強行衝撞,因此抗議日本公務船的作為,要求賠償損失及道歉。
宜蘭縣長 林姿妙表示:「宜蘭縣政府跟漁會,我們都跟漁民站在一起,來保障漁民的權益。」
蘇澳區漁會總幹事 陳春生表示:「他(日本)應該等到我們作業好,釐清了責任。不應該用蠻力,用暴力的行為,造成漁民的損傷。這是相當的不恰當,所以日本人就是鴨霸。」
由於蘇澳漁船常常到釣魚台海域作業,台日漁業協議12浬外作業,不受日方干擾,但12浬處就較為敏感,漁民要求政府要硬起來。
漁業署長 張致盛表示:「漁民受到日本不當的處理,漁業署一定會站在漁民的立場,跟日本交涉。一定會站在漁民的立場,爭取一切的權益。」
由於海巡署人員已經完成蒐證,漁業署強調,會與海巡署等單位配合,透過外交管道,與日方協商。行政院長蘇貞昌則要求日本說明,不得對我國漁民有不當的行為。
