Fishing Boats Packed Baisha Port to Protest|小琉球擬建浮動遊艇碼頭 禁漁船停泊惹議

The Pingtung County Government is planning to set up floating piers for sightseeing yachts to dock at the Baisha Harbor in Xiao Liuqiu and has banned the docking of fishing boats. This stirred resentment among the fishermen, and they criticized the County Government for driving away fishing boats for tourism purposes.


Fishermen jam-packed the Baisha Harbor with countless fishing boats to protest against the Pingtung Government as they are planning to set up a floating pier for sightseeing yachts to dock and banning the docking of other boats without permits. This move has sparked resentment among the fishermen.

The government did not negotiate with the fishermen and just implemented the plan with force.

The protesting fishermen said the County Government is forcibly setting up floating piers at the Baisha Harbor for the leisure yachts to dock and significantly decreases the docking space for the fishing boats. In response, the County Government said everything was carried out according to law.

The space in question falls belongs to the sightseeing harbor. It did not take up spaces for the fishing boats. We will advise the fishermen to move their boats first and if they do not abide by the rules, we will issue fines according to the self-government ordinance.

The County Government stressed the Baisha Harbor is demarcated by the jetty with the traffic port on the east side and the fishing port on the west side. The floating pier is going to be set up in the traffic port, which does not decrease the space where fishing boats could dock. The County government said further that they will issue fines if the fishermen did not move their boats. As a result, tourists needed to board the sightseeing yachts at a different port, which was troublesome.

It caught us by surprise. We are not familiar with this place and now you're moving us from one port to another port.

As a mutual consensus wasn't reached by the County Government and the local fishermen with regards to the setup of the fishing ports, the local residents and the tourists are the ones suffering the inconvenience.



碼頭上停滿漁船，把港口擠的水泄不通，漁民封港抗議，屏東縣政府要在小琉球，打造新式的浮動碼頭，給觀光的遊艇停靠，沒有經過許可禁止停泊，引起當地漁民不滿。

琉球漁會總幹事 蔡寶興表示：「都不跟漁民協調，就是要硬幹就是了。」

抗議漁民說，縣府強行設置浮動碼頭，讓港口成為休閒遊艇專區，大幅度縮減原有漁船的停放空間，不過縣府回應，一切依法行政。

屏東縣政府交旅處副處長 倪國鈞表示：「此次我們的範圍，就是落在我們觀光港的範圍，並沒也占據漁船這樣的一個行為。（沒有移船)先勸導，那之後，假設都沒有移開，我們會依照自治條例的規定，依規開罰。」

縣府強調，白沙港以突堤為分界，東側屬於交通港、西側是漁港，這次在交通港設立浮動碼頭，沒有減少船隻原本能停靠的數量，更表示漁民沒有把漁船移走，就會依法開罰。

漁民的抗議行動，讓遊客必須臨時更換漁港搭乘，直說非常困擾。

遊客表示：「會措手不及啊，而且我們對這個地方又不熟，你又從一個漁港，移到這個漁港來。」

對於漁港設置，縣府與當地漁民雙方沒得達成共識，結果連帶造成當地居民和遊客的不便。
