All Foreign Travelers Banned from Entering Taiwan|外籍限制入境 入境一律居家檢疫14天

Starting from March 19, all non-Taiwanese citizens are banned from entry into Taiwan, except for those who hold resident permits or are part of a foreign delegation. Furthermore, those who can enter Taiwan are required to self-quarantine for 14 days at home.


In an effort to curb the spread of COVID-19, the Central Epidemic Command Center has announced that, starting midnight of March 19, all non-Taiwanese citizens, except for Alien Resident Certificate holders, personnel on diplomatic or official business, and persons who can prove they are fulfilling commercial and contractual obligations, will not be allowed entry. And those who enter are required to self-quarantine at home for 14 days. On the first day of the new ban, several flights from Singapore have arrived at the Taoyuan International Airport.

I think the ban is good. I just transited through Singapore, and they are strictly enforcing disease prevention measures to curb the spread of virus. For those of us who transited through the airport, they don't allow us to leave the airport.

After the latest ban of entry for all non-Taiwanese tourists was put in place, the National Immigration Agency will decide whether foreign travelers will be allowed to enter Taiwan. A French traveler in Taiwan left the border a few days ago due to limitations of his VISA. After flying to Singapore, he found that he couldn't return to Taiwan.

(Are you worried about not being able to enter Taiwan?) Yes. And I was in Taiwan five days ago. And when I come back, it was like "Oh it's closed!" So yea, I'm a bit surprised.

A British national, whose wife and children are in Taiwan, was eventually allowed entry because the ban was not in place when he boarded his plane from England.

(If you could not enter Taiwan, what would you do?) Cry, probably. My baby is here, my wife is here. So we have a problem.

After the ban is put in place, all those who enter Taiwan, regardless of nationality, will be required to self-quarantine for 14 days. Those who step off the planes cannot take public transport, they are instead shuttled home by dedicated vehicles. The Taoyuan International Airport has arranged a large fleet to shuttle incoming passengers. The airport has arranged a total of 400 taxis, 200 rental cars and 50 tours buses for shuttling duty.

According to the forecast, there is an estimated 16,000 passengers who enter and leave through the Taoyuan International Airport on March 19. Local airlines believe the new ban on foreign entries will lead to a severe drop in the number of flights and passenger volume.

返台旅客表示：「我覺得這是很好的措施，因為我剛是從新加坡轉機。他目前對於管控這一塊，還滿嚴謹的，針對你轉機，他是完全禁止你入境的。」

受到疫情管制，外籍旅客能否入境，由移民署認定。一名日前在台灣旅遊的法國旅客，因簽證限制，先出境飛到新加坡，沒想到就無法再入境。

外籍旅客表示：「(你擔心無法入境台灣嗎？) 是的，5天前離開台灣(去新加坡)，然後我的媽呀！非常糟糕，我非常訝異。」

也有在台娶妻生子的英國旅客，從英國出發時並沒有違反限制入境時間點的規定，順利入境台灣。

外籍旅客表示：「(如果不能入境台灣，怎麼辦？) 哭，我孩子在這，我太太在這，我問題在這。」

實施管制後，目前不分國人或是外籍人士一律居家檢疫14天的時間，因此乘客下機後，不能搭乘大眾運輸，機場外的防疫專車出現大排長龍。桃園機場啟動擴大防疫專車應變計畫，安排400輛排班計程車、200輛租賃車，以及50輛遊覽車接駁。

而根據預報19號桃園機場入出境1萬6千多人，針對外籍旅客限制入境新規定，航空公司評估國際航班將嚴重萎縮，旅運量直接探底。
