Schools Need to Register Before Cross-Strait Exchanges in China|登錄平台上線 赴陸教育交流前必須先報備

A registration platform for educational activities and exchanges to China created by the University Entrance Committee for Mainland Chinese Students and commissioned by the Ministry of Education therefore recently went online. Starting on Dec. 1, all schools will have to register before they can be allowed to go to China on educational exchanges.


Many schools take their students to China during the summer months to take part in summer camps and during the school year for refresher courses. Approval is granted by local education bureaus for elementary and junior high schools, while universities have to report their itineraries to the Ministry of Education before they can go. Starting on Dec. 1, all schools that form delegations to go to China on educational exchanges under the name of the school will have to register beforehand on a new platform commissioned by the Ministry of Education.

We created this platform to help schools and ensure they don't mistakenly violate rules and regulations, and to allow us to carry out inspections.

The ministry described the platform as an act of "kindness" to help schools ensure they won't violate laws or be used as "united front" tools. Many schools remain unaware of the existence of this platform, while some principals said it was completely unnecessary and not everything needs to be politicized.

Just because you go to China doesn't mean there will be any united front tactics. There are many civil exchanges, as well as educational and cultural exchanges. We maintain them as educational and cultural exchanges, and make sure they don't involve politics.

Shih Chien University President Michael Chen says there should be national security and talent retention considerations in light of China's benefits for Taiwan and the upcoming presidential election. He added that everyone should conduct reviews before registering to ensure they don't involve politics, and even if there are students going to China for entrepreneurial reasons, the schools won't admit to such.

Requiring people going to China to work, to start businesses, and to do internships to register shows that our government is very afraid that our young people going to China will be recruited by them, will be absorbed by them, or be targeted for united front.

If there are so many items that need to be inspected, this platform might end up being perfunctory. Chen added the government might as well list what is allowed and what isn't. These new restrictions on cross-strait exchanges make universities feel they won't be able to do anything right in the eyes of the government and will end up being disciplined.



暑假赴陸參加營隊、學期中赴陸研修,中小學向地方教育局、大學向教育部報核備後成行。12月1號開始,各級學校若以學校名義,組團大陸教育交流,必須事前登錄平台提前報備。

教育部國際及兩岸教育司長 畢祖安表示:「做好這個登錄平台,其實是在幫助學校,不要誤觸了這些法令法規,以及做好自我檢視。」

避免學校誤觸法規,甚或淪為統戰工具,教育部強調是善意提醒。但部分中小學還不知道這事,也有校長認為多餘,不用什麼事都政治化。

全國中小學校長協會秘書長 謝金城表示:「你到大陸就不見得說,一定會有統戰,很多都是屬於民間交流,學校跟文化的交流,我們都是謹守在教育跟文化交流,不會跟政治扯上關係。」

實踐大學校長陳振貴認為,陸方惠台措施,加上總統大選時刻,應有國安與留才考量,但登錄前,要自我檢核是否涉及政治內容,台生赴陸創業等項目,試問那個學校會鈎"有"。

實踐大學校長 陳振貴表示:「到大陸就業、創業,還有實習,這個部分就可以看得出來說,我們政府還是很顧慮說,我們儲才進用,我們的青年人到大陸去了,被他們吸收了,被他們融合了,或者是被他們統戰了。」

檢核內容過於廣泛,就怕聊備一格,陳振貴認為,還不如正面表列哪些能做,而目前看來,兩岸教育交流感覺更被限縮,大學端會擔心動輒得咎,會不會被祭以處分。
