Working long hours is common in Taiwan. According to the Ministry of Labor, more than 40 percent of laborers experienced working overtime over the past one year. The average monthly overtime hours were 18.8 hours. Professional, Scientific and Technical Services, Electricity and Gas Supply Sectors, and Medical, Healthcare and Care-giving Services were the top 3 sectors on the overtime work list.

Jobs in these sectors tend to have long service hours, or are often under time pressure. Since public services such as the Electricity and Gas Supply Sectors need to provide 24-hour services, people working there may be asked to work overtime.
Moreover, 13 percent of laborers received phone calls or messages from the company for extra assignments after they were off work, causing them to work for another 5.5 hours per month in average. However, about 70 percent of laborers are satisfied with their job. Only 4.4 percent are dissatisfied.

Promotion system, workload, and channels of appeal are the top 3 things which employees are dissatisfied with.

If you work overtime around 4 hours a week, the overtime pay you get before and after the implementation of "one fixed day off, and one flexible rest day" policy is of little difference. It is hard to see its benefit. However, for those whose basic salary is rather low, and need to work overtime to earn extra money, it is understandable that they tend to agree working overtime.
On Dec.21, the Presidential Office announced the amendments to the Labor Standards Act. Starting from Jan.1, 2017, the seven national holidays will be cut and the days of annual leave will increase. As to the "one fixed day off, and one flexible rest day" policy, it will take effect on Dec. 23.
