After 10 years of protest, the urban redevelopment project, Wenlin Yuan, will finally be completed next month. While its price has tripled from NT$300,000 per ping, or per 3.3 square meters, to more than 900,000 per ping, housing taxes have also gone up from a paltry NT$1,000 per year to whopping NT$50,000.
After 10 years of waiting, residents of Wenlin Yuan are finally able to move into their new homes next month.

It's been ten years of waiting. We are just really excited to be able to move into the beautiful homes that Le Young built for us.
Wenlin Yuan is an urban renewal project led by construction company, Le Young. Out of the 38 households in the old residential complex, the Wang family were the only ones who disagreed with the project that was scheduled to be completed in 2012. The Taipei City Government's decision to force the demolition despite the Wangs' protest, sparked a heated debate in 2012. In 2014, Le Young settled with the family and continued construction. Over the past 10 years, housing prices have soared. Before the urban renewal project, the developer purchased the land at around NT$300,000 per ping. In 2009, the developer started pre-sales at NT$630,000 per ping. After the forced demolition, many pre-sale buyers canceled their purchases. The remaining 14 units are now priced at NT$900,000 per ping. The housing tax has also increased because new homes are not entitled to depreciation deduction.

When they were living in the old residential complex, they did not have to pay much housing tax because the property was almost depreciated to a residual value. Home owners in urban renewal projects need to be prepared for a higher house tax.
According to realtors, the completion of Wenlin Yuan brings a positive effect to households anticipating urban renewal projects. However, as there are more sellers than buyers in the housing market, it might be difficult for landowners to find developers to work with them on urban renewal projects.

文林苑是由樂揚建設主導開發的都市更新案,38戶住戶中,有36戶在96年簽字同意參與都更,原訂規劃2012年可以完工,但當時因僅存的不同意戶王家不願搬離,北市政府在2012年3月深夜執行強拆,引起軒然大波,直到2014年王家與樂揚達成和解,才讓文林苑可以繼續興建,而這10年間,北市房價也呈現跳躍式成長階段,都更前,建商以每坪約30萬進行整合,之後2009年開價63萬元進行銷售,強拆風波後,預售戶退訂,如今有14戶可售開價90萬元,也因為新屋無折舊、結構又升級,一年房屋稅從早年的1千元來到5萬左右。

因為它原本是舊房子
所以其實因為折舊的關係
幾乎只剩下殘值而已
過去的房屋稅才會相對比較低
但如果說未來
所有新的一個都更案來說的話
它可能就是在這個房屋稅的一個
持有成本上面來說的話
大概就會要有心理準備
持有成本他會相對比較高
房仲表示,指標性都更案文林苑順利完工交屋後,確實讓不少期待都更的住戶帶來正向的效果,但因為目前台灣房市進入空頭,可能有些地主願意去做都更案的推動,卻會面臨找不到建商配合的情況。
