Victims of Kaohsiung gas explosion still waiting / 高雄氣爆已2年 仍有受災戶無法修房子　　　　　　　　　　

On the second anniversary of a major gas line explosion in Kaohsiung, Mayor Chen Chu and her fellow municipal officials delivered a joint report on the progress of the city's ongoing recovery on Monday. However, some affected households came out yesterday to complain that the subsidies offered by Kaohsiung City Government weren't enough. There were holes in the roof and cracks on the walls, Mr. Chen pointed at several spots which were damaged by the Kaohsiung gas explosion incident two years ago. He was injured by a falling roof and hospitalized for a month. Since the house title was registered under both his sister and his name, and they could not agree over government subsidies, therefore he could not get his compensation. ==CHEN YAO-BIN, resident== When Kaohsiung City Government started to pay after 60 days, I heard nothing from them. Now I ask city government, they said sorry, the policy had been changed. Mr. Chen could not get his subsidies, he then filed for state compensation. During the lawsuit, he only got subsidies for the severely disabled. Three other affected households had also filed for state compensation, because they all felt the amount of government subsidies were not enough. ==LIAO FU-NAN, Kaohsiung Linya District Fuhai Borough Chief== The residents said the city government should be responsible for rebuilding all houses damaged by the explosion, that was the simplest request. If not, then the residents would take out a lawsuit for state compensation. ==YU TIEN-HO, DDG, Legal Affairs Bureau,Kaohsiung City Govt.== In fact when we were deliberating on subrogation, we had tried to find the lawsuit cases which would be most helpful to affected households and to court verdicts. Kaohsiung City has ten households asking for state compensation, and most of them had chosen to take legal action. The city bureau says they respect choices made by the households. TRANSLATED BY：ANTHONY LIN 天花板破洞、牆壁龜裂，受災戶陳耀彬先生手比的地點，都是2年前高雄氣爆造成的結果，當時他人睡在三樓，氣爆時，被崩落的天花板壓傷，住院一個月才康復，出院後，他因為房子產權跟姊姊共同持有，雙方對請領補助金沒共識，導致陳耀彬到現在領不到賠償金，房子也沒錢修補，只要一下雨就漏水。 ==氣爆受災戶 陳耀彬== 就是開始(說好賠錢的)60天到了 也都沒消沒息 現在問他們(市府)的時候說 抱歉喔 政策改了 拿不到市府提供的賠償金，陳耀彬轉而告高雄市政府申請國賠，訴訟期間，他只有重度殘障補助，沒錢還得靠里長接濟，除了他之外，這個里還有其他3戶人家也申請國賠，里長說，申請國賠的里民，大多是不滿賠償金太少。 ==高市苓雅區福海里長 廖福男== （里民)他們當時主要是說 我們 你們把我們的房子撞壞 你應該要修復好 這是最簡單的(要求) 你如果不幫我們修復 我們就依照國賠 把這個路程走完 不管有沒有領到錢 他還是要堅持 這個理念就是了 ==高市府法制局副局長 尤天厚== 事實上當時我們在審議 有關於代位求償的部分 我們都已經從司法服務上 儘量去找尋一些 對我們人民比較有利的那些裁判 來當成審酌的一些參考 包括福海里4戶受災戶在內，向市府聲討國賠的戶數總計有10戶，不過，選擇代位求償的比例仍有9成9，法制局表示，不管民眾的選擇是什麼，他們都尊重。 記者 王柔婷 孟昭權 高雄報導
