The second public policy session of the Keelung City mayor elections was held on Nov. 22. The KMT's Hsieh Kuo-liang said he would enlist talented individuals for his administrative team and ask outgoing Mayor Lin Yu-chang for advice. In response, the DPP's Tsai Shih-ying thanked Hsieh for praising Lin's achievements and said Hsieh owed Lin that much. Hsieh then said he had praise for the entire city government for serving the public, and that's not to say there isn't room for improvement in Keelung.
Keelung City mayor candidates canvassed in the rain on the morning of the 23rd. During the public policy session the previous day, the KMT's Hsieh Kuo-liang said he would retain talented city government personnel and he would ask outgoing Mayor Lin Yu-chang for advice. His opponent, the DPP's Tsai Shih-ying, then thanked Hsieh for praising Lin's achievements and said Hsieh owed Lin that much.

During the last public policy session yesterday, however, he was forced to admit that Shih-ying and Mayor Yu-chang's team absolutely changed Keelung in the last few years."
In response, Hsieh said just because he thinks highly of city government workers doesn't mean there isn't room for improvement. He also said he wants to run a positive campaign.

Mayor Lin has done many good things, but that doesn't mean there isn't room for improvement. I want to create a harmonious environment by running a positive campaign."
Some of Hsieh's campaign promises include community health centers, the creation of local jobs and a better medical care environment. Tsai, meanwhile, has promised port regeneration and an MRT line for Keelung.
