The 5th Time Work Accident Rocks CPC's Dalin Refinery 大林煉油廠爆炸 係今年第5度重大疏失案

Protestors surrounded CPC's Dalin refinery after an explosion took place on the night of Oct. 27. They said there are already five work safety incidents this year, and demanded that either the plant or local residents be relocated.

The residents of six Dalinpu boroughs surrounded CPC's Dalin refinery, saying they will not allow the plant to reopen until CPC relocates them.

Yang Ching-lien, Director, Six Coastal Borough Relocation Association: “Dalinpu residents are filled with anxiety to this day. If they stay where they are, they could all be killed the next time there's a fire or explosion.”

Huang Kun-yu, Chair, Dalinpu Village Relocation Rights Promotion Association: “CPC has to have guts. They can't just keep hiding behind the government or sticking their head in the sand. I'm OK with relocating the village, but you better have all the fine print ready for me. We're ready to get our money. Once we get our money, we'll go. We won't stay around just to stir up trouble.”

Local residents say the explosions could be heard as far away as Linyuan and the city government needs to step in. The Dalin plant has been fined NT$166.5 million for environmental violations so far this year.

Luo Kuo-hui, Assistant Manager, CPC Dalin Refinery: “We are still trying to find out what happened. If we do, we will let you all know.”

CPC says the explosions were caused by an equipment malfunction and not human error or negligence, and it will issue an assessment report within a week.

 

不是遷村就是遷廠，無法再和煉油廠共存，大林蒲六里居民前往中油大林煉油廠圍廠，也決定搭棚架長期抗爭，不讓中油復工直到遷村為止。

沿海六里認同遷村協會總幹事楊清連說道：「大林蒲人連到現在都提心吊膽，如果還繼續住在這裡，有一天煉油廠若油槽爆炸，我們這些百姓不就全部都跳下海。」

大林蒲遷村權益促進會理事長黃琨育表示：「中油要有guts，不要常常躲在市政府的背後當龜兒子，我同意遷村沒關係，你最好條件開出來，我們準備要領錢，錢領完我們就要走，我們不要跟你們攪和。」

當地居民說，這次爆炸聲響大到鄰近林園等地區都聽得到，堪稱歷年來最嚴重的一次，要求市府給居民交代。環保局也統計中油大林煉油廠，今年2月起陸續有油氣異味逸散、燃燒塔黑煙等疏失，累積被開罰166.5萬。

中油大林煉油廠副廠長羅國暉指出：「真正的原因，現在執行長、我們大林廠正在開事故檢討本事故的原因，如果能夠檢討得出來的話，會給各位一個交代。」

中油上午出面回應，27日晚間的事故疑似是設備故障而非人為疏失，後續再針對事故原因精進 ，預計一個禮拜提出檢討報告。
