Shooting Takes Place in Taipei's Wanhua District 萬華青山宮槍擊案 霹靂小組包圍犯嫌

A man surnamed Chiu opened fire in Taipei's Wanhua District on multiple occasions on Oct. 20, reportedly due to gang-related internal disputes. He injured three people and one police officer, and then took four people hostage. In the end, he released the hostages and committed suicide.

Police officers, including a SWAT team, surround the shooter.  There was a deadlock between the suspect and the police, as the suspect had four hostages. The police continued assaulting the suspect's position, and he successively released some hostages. However, he wouldn't surrender. He had one hostage left when he turned his gun on himself and committed suicide.

This incident occurred at around 7 p.m. on Oct. 19. According to the police, the suspect surnamed Chiu was seeking revenge for gang-related grievances. He first fired at least 10 shots at two members of his gang on Hankou Street in Taipei's Wanhua District and then ran to Qingshan Temple. He shot a temple deputy chairperson surnamed Hsu and then hid inside a nearby beverage store. He took four of Hsu's friends and relatives as hostages. He committed suicide when he realized he was cornered and had no escape. Four people sustained injuries in this incident, including one police officer.

Liao Yen-ming, Dep. Commander, Wanhua Precinct, Taipei City PD: “With regard to the police officer surnamed Wang from this precinct who was injured, he had gone to the scene to rescue the injured. The gangster opened fire from where he was hiding, and hit Wang in the right thigh. He is undergoing surgery.”

Several hours before this incident, Chiu said goodbye to his daughter via Facebook and also mentioned that his enemies had used the police to create problems for him. The proliferation of firearms has become a problem in Taipei.

Tsai Li-jen, Commander, Criminal Investigation Div., Taipei City PD: “We've asked all the precincts to take decisive actions against cases involving shootings, violence, brawls, and challenges to public authority, and to trace sources.”

Ko Wen-je, Mayor, Taipei City: “I wouldn't run to the scene, the scene should be left for frontline police officers. The commissioner was at the scene, and I was at Wanhua Precinct.”

The police have confiscated 86 guns and over 1,800 bullets this year as of September. They have also arrested 349 gang members.

發生在昨日晚間7時多，警方初步了解，綽號阿國的邱姓嫌犯，疑似因為幫派恩怨尋仇，先在萬華漢口街朝2名幫內成員，至少連開10槍，又跑到青山宮對許姓副主委開槍後，馬上躲到旁邊飲料店，狹持副主委親友等4名人質，最後自知逃不掉舉槍自戕，整起槍擊案，包含1名員警總共4人受傷。

台北市萬華分局副分局長廖立仁表示：「有關本分局受傷的王姓員警甫即到現場，為救護傷患，即遭歹徒由暗處開槍擊中右大腿，現在在開刀房治療當中。」

邱姓嫌犯犯案前幾個小時就在臉書跟女兒道別留下遺言，還提到仇家曾經動用警察機關壓迫。北市接連傳槍響，也讓槍枝氾濫問題再次浮上檯面。

台北市刑大大隊長蔡燕明表示：「持續要求各分局針對槍擊案件、暴力案件、聚眾鬥毆及挑戰公權力的案件，要採取主動強勢的作為並溯源來偵辦。」

台北市長柯文哲表示：「像我都不會跑到現場去，現場給第一線員警，所以是局長在現場我在萬華分局。」

今年前9月，警方表示已經查獲槍枝86枝及子彈超過1800顆，並逮捕349幫派份子，縱使警方積極查緝，如今台北市再爆重大槍擊事件，也讓選前治安又亮紅燈。
