Schools Misinterpret New Guidelines of Class Suspension 新停課標準實施 全中教:教育現場亂象百出

Chaos has been created since the Ministry of Education relaxed guidelines for class suspension. Some teachers complain that they are asked to teach remotely while quarantining at home, and some schools misinterpret the guidelines and announced the last-minute school closure, leaving parents and students in confusion.


The class at Taipei Municipal Jianguo High School attends a music class online. Not only this class, but the whole school will also start remote learning practice from April 20 to the 27th.

Hsu Jian-guo, Headmaster, Jianguo Senior High School: “We are very worried that without proper practice for remote learning when the time comes and we must suspend on-site classes altogether according to the Ministry of Education, remote learning may be difficult to conduct.”

As more and more students and teachers become infected or identified as contacts and quarantined, concurrent or non-concurrent remote-learning also increased. The National Senior High School Teachers' Union points out that some schools which have not suspended on-site classes yet still ask teachers who are infected or quarantined at home to provide distance teaching. As a result, the whole class of students is in school without supervision. The Union said why teachers should still have to teach as they have already taken leave per the regulation.

Hsu Li-ji, Secretary-General, National Senior High School Teachers' Union: “This is ridiculous because we ask that students' learning quality must be maintained. But if the teacher is remote-teaching it's hard to ensure the safety of students in class.”

Education Minister Pan Wen-chung said that if the teachers feel well, then they can still provide distance learning as in the past; however, if the teachers feel unwell, the school may find a substitute.

Pan Wen-chung, Education Minister: “Where in-school classes are still ongoing, the school may hire cooperating teachers to supervise students in class and maintain student safety. The teachers will be paid the relevant hourly fees.”

After the implementation of the new class suspension rules, some schools misinterpret the guidelines and suspend classes at the last minute, while others are unclear as to whether classes undergoing 1-3 day suspension during an investigation also get taken into consideration for a full, school-wide suspension. The Ministry of Education said that the classes under temporary suspension should also be counted as a suspended class. If over one-third or more than 10 classes are made remote or suspended, a full suspension can be ordered.

北市建國中學校長徐建國說:「我們也很擔心如果沒有做一次線上的這個演練,會不會等到我們符合,教育部所訂定的停課標準的時候,(線上教學)有困難。」

全國確診或受匡列的師生日增,同步或非同步的遠距敎學越來越多,不過全中教指出,有學校未暫停實體上課,仍要求確診或居隔中的老師在家遠距,結果在校上課的學生沒人管理,而老師已依法請假,無法接受為何還要上課?

全中教秘書長許麗吉指出:「這個非常離譜,因為我們要求的是學生的學習品質是必須顧到的,老師在視訊上課,很難掌控學生在教室的安全。」

教育部長潘文忠上午表示,若老師身體無異狀,和以往線上教學模式相同,但若老師身體不適,學校可做相關課務代理。

潘文忠又補充:「實體班級還在進行的,可以採取合作教師的方式,在班級來維持注意到學生的作息、相關安全的事宜,這部分會來支給合作教師相關的鐘點費用。」

新的停課標準實施後,有學校誤解計算標準,臨時停課惹議,也有學校不清楚疫調中停課1至3天的班級,是否列入全校停課計算。教育部表示,若確認為密切接觸者,該班算進停課班級,全校達1/3或十班以上,才能全校停課。
