Some Constituents Say They Weren't Notified for Recall Election 陳柏惟罷免案 傳部分選民未收到投票通知單

The recall election for Taiwan Statebuilding Party Legislator Chen Po-wei is set to take place on Oct. 23, but some constituents say they haven't received notifications to vote. Central Election Commission Chairperson Lee Chin-yung said that as far as he knows, all notices were delivered before Oct. 15.

Only a few days remain before the recall election for Taiwan Statebuilding Party Legislator Chen Po-wei. However, some constituents say they haven't been notified about the election. Lee Chin-yung, Chairperson, Central Election Commission："This year, we specially coordinated with the Taichung City Election Commission to do things more in advance. As far as I know, all the notifications were delivered to households before Oct. 15. If there is anyone who hasn't received them, they can go ask their borough chief or district office."

Chen Po-wei, Legislator (TSP)："The team will do what it can to provide assistance. To be frank, there should be many reasons why people didn't receive notifications."

Chen said his service office received many calls about this situation. Meanwhile, Lee said the NT$20.04 million expense for the recall election was covered by the Executive Yuan's second reserve fund. The money went to establishing 258 polling stations and hiring 3,222 workers. Interior Minister Hsu Kuo-yung said 1,571 police officers have been mobilized to ensure law and order at polling stations. Legislators asked if the police had received any information about underground betting on this election.

Referendums will be held in December. They were postponed due to the epidemic situation. One initiator said the CEC's announcement on the reason is in fact a government opinion released on Jan. 22. This means that the proposals made by the Executive Yuan on May 3 regarding the algal reef referendum were not included. This may end up affecting votes.

Has the Ministry of Economic Affairs provided any new opinions? From the viewpoint of the CEC, we don't have a basis in law to permit them to make amendments."

The CEC said there will be televised information meetings before the referendums to allow the sides to present new information to the public.

台灣基進立委陳柏惟罷免案投票日進入最後倒數，傳出當地選民還有沒收到投票通知單，中選會主委李進勇表示，就他所知15號以前，已經分送到各家戶。

中選會主委 李進勇表示：「今年我們特別協調台中市選委會，把時間更提早。所以就我所知道，所有的投票通知單，在15日以前，都已經分送到各家戶去。當然如果有家戶還沒有收到的話，我們也建議應該跟當地里長或公所，去查詢一下。」

台灣基進立委 陳柏惟表示：「團隊會盡量協助，不過，坦白講這些，這個沒拿到(通知單)應該會有很多因素。」

陳柏惟也表示，服務處有接獲許多類似的陳情，而這次的罷免案，李進勇透露，經費向行政院動支第二預備金，總金額為2004萬9千元，設置258個投開票所，投入3222名工作人員，為確保罷免期間，投開票所的治安，內政部長徐國勇指出，動員警力1571名，立委們也關心，是否有接獲賭盤綁罷免的情資。

民進黨立委 張宏陸表示：「賭盤綁選票，是不是也算賄選？」

警政署長 陳家欽表示：「事先對這些情資掌握，我們會灑下我們的布樁，掌控這些(情資)。」

至於年底將進行的公投投票，是因疫情因素而延後舉行，卻有提案人認為，中選會公告的理由書卻仍然是1月22日政府機關意見書，以藻礁公投來說，5月3日行政院三接外推方案，就沒被納入，恐怕會影響選民投票意向。

中選會主委 李進勇 vs. 民進黨立委 湯蕙禎表示：「(中選會的公告理由書，還是1月22日政府機關意見書，經濟部不曉得有沒有提出新的意見？) 在我們中選會的立場，我們沒有法源的依據來許可做修正。」

中選會認為，投票前除了正反雙方有攻防，選務部門也會舉辦電視發表會，提供平台，讓雙方表述最新資訊，來讓選民做出判斷。
