Gov't Rolls Out System to Register Name in Five Seconds 唐鳳領軍推簡訊實聯制 不收費掃QR Code

Minister without Portfolio Audrey Tang has announced the launch of a system to complete real name registration in five seconds by scanning a location's QR code, clicking on a link, and sending a text.
Click on the link in blue on top, and fill in your name and telephone number.
This system can be used by stores, government offices, and transport providers. Transportation and Communications Minister Wang Kwo-tsai said the system has already been set up at all high speed rail stations and Taiwan Railways and intercity bus companies are following suit.
Tang said the texts are sent for free, and there is no need to download any apps. The only thing people will need to do is scan a QR code. The system is being set up at government offices first, and stores will also be able to download what they need to set it up themselves, although it is not mandatory.

It takes about 10 to 20 seconds to fill in one's name and phone number via mobile phone. Due to the escalating epidemic situation, stores have begun requiring people to register their real names before entry, in addition to undergoing temperature screenings and disinfecting their hands. Those who aren't familiar with mobile phones can physically jot down their information. This requires frequent disinfection of the pen. Moreover, some people's handwriting is illegible. These are issues that locations are encountering with the real name registration system. The Executive Yuan has therefore announced the launch of a system to expedite the process.
In theory, it will take under five seconds to scan it. If the scan is successful, then the box for a text will automatically appear. Press send, and you're done.
To register, scan a store's QR code with your mobile phone. Click on the link, and then send the text. The entire process should take about five seconds. People can also click on a button for the system found in a LINE group set up by the Centers for Disease Control and follow the instructions. Those whose phones aren't capable of taking pictures can send texts. They should type "1922" and then add the store's code.
The only information that telecoms will know is what time you sent the text. The content of the text is just three lines. The telecoms will delete everything after 28 days.

There are 12 high speed rail stations, all finished setting up the system before noon today and it's already operational. As for Taiwan Railways' 239 stations, the four major stations in Taipei, Taichung, Kaohsiung, and Hualien also finished setting it up before noon today. The other 235 will complete it and go online before 8 a.m. tomorrow.

透過手機填個資,起碼10到20秒,但走進店家前,還要量體溫、噴酒精,這是防疫期間的三項標準作業,不熟悉手機操作,就拿筆寫資料,不過用的是同一支筆,不但需要消毒,字跡識別度也是一大考驗,實聯制怎做才能更有效率,行政院政委唐鳳領軍推出「簡訊實聯系統」。
行政院政務委員 唐鳳表示:「理論上,5秒鐘之內,應該是會掃得到。然後如果掃到的話,應該會自動跳出簡訊的程式,只要按送出,就完成了實聯制的步驟。」
拿出手機先掃描店家QR Code,按下連結,再發送簡訊,5秒鐘即可完成,或是透過LINE「疾管家」點擊「實聯制掃碼」按鈕,按步驟進行,若真的手機沒有拍照功能,就發簡訊,寫1922再輸入店家代碼即可,主打快速方便而且免留個資。
行政院政務委員 唐鳳表示:「電信業者也只會知道說,你幾點幾分,傳了一個簡訊。然後簡訊的內容,是這樣,只有這三欄,在28天之後,一定就會被那個電信商刪除。」
不只民間店家,公務機關、交通運輸也都能用,交通部長王國材強調,高鐵站中午前全部完成建置,台鐵、國道客運也將陸續上線。
交通部長 王國材表示:「(高鐵)總共12個站,全線在今天中午12點前,全部會完成,就會開始使用。台鐵總共239個站,我們針對4個特點站,台北、台中、高雄、花蓮,也是在今天中午12點(完成)。其他235個站,在明天早上8點以前,也全部都建置完畢。」
唐鳳強調,簡訊不需要收費,也不需要額外下載APP,只要掃描QR Code就可以,將優先從中央政府機關執行,也開放連結給民間店家下載使用,但不會強迫。
