Minister Without Portfolio Lo Ping-cheng has been appointed as the Executive Yuan's new spokesperson, three months after the position has been vacant. Luo expressed his willingness to accept the challenges and the responsibilities.

Lo Ping-cheng served as chairpersons of both the Taiwan Innocence Project and the Legal Aid Foundation before joining the Executive Yuan in 2017. His predecessor Evian Ting resigned over a ractopamine beef controversy in November.
行政院政務委員 羅秉成表示：「做為行政團隊的一員，我也責無旁貸。是在去年11月下旬左右，院長徵詢我，是不是有意願，來接這個工作？老實講，我並沒有太多的掙扎，也沒有太多的糾結。就基於這是一個團隊上面的需求，那我也願意接受這個挑戰，甚至樂於學習。」
羅秉成曾經擔任、法扶基金會董事長、冤獄平反協會理事長。而行政院前發言人丁怡銘，則因為牛肉麵風波在去年11月，請辭發言人職位。
