Controversial Promotion for VP's Top Security Official 萬里警衛室主任謝靜華 破例晉任少將

The Ministry of National Defense held a promotion ceremony on Dec. 29. President Tsai Ing-wen presided over the ceremony. Five officers were promoted to lieutenant general and 25 were promoted to major general. The director of Vice President William Lai's security detail was promoted to major general, but there are reports that he failed a physical prior to the promotion and the military allowed him to do an easier make-up physical.

This is because it was reported that Hsieh previously failed a physical, and the military arranged for him to do an easier make-up exam where the 3,000-meter run was replaced with a 5-kilometer speed walk.
The military says it has prepared for the pandemic, and will cautiously face future challenges.

It's all pure fiction. The physical and whether there could be a promotion all conformed to plans and regulations. There weren't any improper actions.
Hsieh also denied reports that his promotion resulted from the lobbying of his superiors. The Ministry of National Defense held a promotion ceremony on Dec. 29 with President Tsai Ing-wen in attendance. She wished the promoted officers well and reminded them that their responsibilities have increased. She also entrusted them with two missions in her capacity as commander-in-chief and told them to serve as examples for others.
All of our high-ranking military officers not only need to lead by example, but also dedicate themselves to progress and encourage future generations to integrate with the world and understand the latest situations.
The military has helped out with disease prevention efforts. Tsai promoted four colonels to major general for their work in this area. The current director of the National Defense Medical Center's Institute of Preventative Medicine, which plays an important role in biochemical protection and combat, was promoted to major general. This showed Tsai's emphasis on biological warfare RD and prevention.
The P4 laboratory is the only one with the highest level of protection in Taiwan. It is a place for conducting research experiments on the most infectious and deadly pathogens.
The military says it has prepared for the pandemic, and will cautiously face future challenges.
國防部長嚴德發親自頒發，將象徵將軍的「將星」別在新科少將謝靜華的肩上，謝靜華擔任「萬里警衛室」主任，負責副總統賴清德貼身維安，加上英語能力佳，擁有國際保鑣證照，更曾赴美國「黑水公司」受訓特勤戰技，工作能力備受賴清德肯定。但這回從上校晉任少將，卻是爭議不斷，被爆出未通過體測，軍方安排補測，用5公里健走替代3000公尺跑步，引發外界熱議。
副總統萬里警衛室主任 謝靜華表示：「其實都是子虛烏有的，那相關的體測，以及是否能夠晉任，這完全都是合乎計畫，合乎法規，沒有任何的苟且情事。」
頓時成為媒體關注焦點，謝靜華否認向高層遊說才獲得晉升，駁斥是莫須有的事。國防部29號舉辦110年將官晉升儀式，總統蔡英文親自主持，除了表達祝福，也強調晉升的同時，責任也相對加重，身為三軍統帥，蔡總統更交付2項任務給將官們，期許他們以身作則。
總統 蔡英文表示：「為了要和國際接軌，掌握最新的情況，我們的各位將領們，不僅要能以身作則，惕勵精進，更是要鼓勵後進。」
今年受到疫情衝擊，國軍協助防疫有功，蔡總統特別將原來4個上校編階單位，全部晉升為少將。而國防醫學院預防醫學研究所，堪稱是國軍生化防護作戰重鎮，所長洪乙仁晉升為少將，可見蔡總統高度重視，國軍生物戰劑研發跟預防。
國防醫學院預防醫學研究所長 洪乙仁表示：「事實上，P4實驗室是台灣唯一的，一個最高等級的，一個防護實驗室。事實上，它是從事一個傳染性致死率最高的，致病原的一個研究的，實驗的一個場所。」
面對國際疫情險峻，軍醫少將展現自信，強調國軍已做好準備，謹慎面對接下來的挑戰。
