Although Taiwan has decided to reopen its doors to imports of U.S. pork containing ractopamine. the Taipei City Council passed amendments to declare its "zero tolerance" attitude and a fine of NT$60,000 to NT$100,000 will be imposed.
Democratic Progressive Party councilors focused on the issue of imports of U.S. pork containing ractopamine during the first day of a Taipei City Council administrative interpellation. They took turns attacking Taipei City Mayor Ko Wen-je, and he felt compelled to respond.
No one has said anything about how imports of pork and beef into Taiwan are going to be managed. The new policy will take effect on Jan. 1. What kind of country is it where local governments have no idea about how to manage it with just two months to go before the policy takes effect? How is it possible to have such a terrible agriculture minister?
Ko criticized Agriculture Minister Chen Chi-chung, and then focused his wrath on the DPP administration's unilateral decision to open up Taiwan to imports of U.S. pork and beef. He said it was not only a food safety issue.
In 2012, the Democratic Progressive Party paralyzed the Legislative Yuan for several days when it blocked imports of U.S. beef. You all should take a look at the past. Whoever is in power will support it, and whoever is in opposition will be against it. It's ridiculous.
On Nov. 4, the Kuomintang used its majority in the council to pass amendments to autonomous ordinances on food safety to allow for fines of NT$60,000 to NT$100,000 for pork found to contain ractopamine. DPP Councilor Liang Wen-chieh accused Ko of following the KMT, while DPP Councilor Hsu Shu-hua accused the Taipei City Government of creating anxiety for traditional market vendors by asking traditional markets to manage sources. DPP Councilor Chien Shu-pei brandished meat inspection statistics in accusing the city government of cutting down on inspections. They also told Ko to communicate more with the central government. Meanwhile, Chen was asked about the amendments that allow for fines, and he called them contradictory.
Using the Taipei City Government's (food safety) autonomous ordinances as an example, there are only standards for (ractopamine) pork. There are no standards for (American) beef. Isn't that a food safety issue? (If there are standards for beef), then how will all those places that use American beef, including steakhouses and beef noodle shops, continue to operate? There are so many mutual contradictions.
Chen also said the per capita annual consumption of U.S. pork is much lower than that of U.S. beef. He said that nearly all U.S. beef contains ractopamine, so the priority is making it easier for consumers to identify the origin. Meanwhile, Ko said he would send a letter to the Executive Yuan to request source management, clearly labelled flow charts, relevant revised content standards, and unique product codes.
