On Oct. 29, Hong Kong Chief Executive Carrie Lam responded to media questions, saying she does not know when the murder suspect Chan Tong-kai will arrive in Taiwan and emphasized that there is no political plot as Taiwan has claimed.

Hong Kong and Taiwan have spent the past several weeks arguing over the Chan Tong-kai case. On Oct. 29, Hong Kong Chief Executive Carrie Lam addressed the media at the Executive Council. She said she is unclear as to when Chan will arrive in Taiwan, and denied Taiwan's claims of a political plot.

Lam said her administration doesn't want to treat Chan as a special case as he has completed his prison sentence and was released. In Hong Kong, Chan is already a free person and there is no legal basis to detain him again. Lam also said more time is needed to examine and clarify information to ensure he will receive a fair trial in Taiwan. Meanwhile, the Financial Times reported that Beijing will replace Lam. She refuted this report.

Lam also said the Hong Kong government will announce economic estimates for the third quarter on Oct. 31, which will show that Hong Kong has entered into a technical recession. She also said Hong Kong could report negative growth for the entire year, describing the situation as grim. The government will closely monitor the situation and take necessary measures. Lam called for a restoration of social calm and urged society not to rationalize the extreme and violent behavior of a small number of thugs.

陳同佳案引發台港政治角力，香港特首林鄭月娥，在行政會議前回應媒體提問，表示她不掌握陳同佳何時赴台，強調不涉政治操作。

香港特首林鄭月娥表示：「所以目前我都不掌握，究竟何時他會離開香港，會到台灣，但我都一再呼籲，這個不是一個，所謂用來政治操作的事，所以社會各界，特別包括台灣當局，我希望都用這個心態，來處理這件事。」

林鄭稱自從陳同佳刑滿出獄後，都不想以高調方法處理，因他在香港已是自由身，無法再以法律基礎扣押他，目前收到的訊息混亂，他們需要研究及釐清，確保到台灣後會得到公平審訊。另外對於金融時報報導，北京將撤換她的消息，也回批這是別有用心的謠言。

香港特首林鄭月娥表示：「這些揣測性的報導，無論是針對特區政府，或針對我本人都不屬實，我留意到國家外交部，有做出一個澄清，還透過外交部發言人澄清過，這是一個別有用心的謠言。」

林鄭也表示，港府週四會公布第三季經濟的預先估算數字，表示香港將進入技術性衰退，又指香港今年可能全年出現負增長，形容情況嚴峻，特區政府會密切監察，推出需要的措施，再度呼籲讓社會恢復平靜，呼籲社會各界不要合理化「少數暴徒」做的極端暴力行為。
