Hoya Resort Wuling Accused of Labor Violations|武陵富野度假村 遭集體控訴違勞基法


Seven Hoya Resort Wuling employees including full-time employees, interns and cooperative education trainees are jointly accusing the Hoya officials of using performance reviews to threaten, to cut their shifts and don't pay them overtime. Although the Taichung City Labor Affairs Bureau has not found any violations, it has asked the company to make improvements.


The Hoya Resort Wuling in Taichung is surrounded by beautiful scenery. Although room rates are not cheap, the resort has excellent reviews online. Seven resort employees recently filed a joint complaint with the Taichung City Labor Affairs Bureau alleging labor violations.

The department -- the management (style) of the manager -- they felt it was inappropriate. The employees also felt there were problems when they asked for overtime pay.

The seven employees include two full-time workers, two interns and three cooperative education trainees. According to the complaint, management uses performance reviews to threaten workers with fewer shifts and makes staff work overtime without overtime pay. Resort managers are also accused of verbally bullying workers. The K-12 Education Administration says cooperative education trainees are not legally permitted to work overtime and their performance is assessed by their school, not the employer.

In theory, grades for the vocational cooperative educational trainees are given by their school, not the hotel. With regards to the claim that performance reviews were used to threaten workers, the manager in question has already been transferred to another position.

Labor inspectors did not find any violations during a recent visit to the resort and say the trainees indicated they were willing to continue working at the resort. A resort official says two managers who have been not been managing shift schedules "appropriately" will be disciplined and it will pay the students overtime owed. In addition, the parent company will make changes to its executive management model.
