NDC Deputy Minister Resigns over Candid Photographing Woman|涉偷拍被告 國發會副主委請辭獲准

National Development Council Deputy Minister Chiou Jiunn-Rong was caught for taking candid photographs of a woman. Chiou has expressed regret over his actions and claimed that it was an accident. He also said that his resignation has been approved. The police, on the other hand, said that they are investigating the case and will prosecute Chiou if necessary.

National Development Council Deputy Minister Chiou Jiunn-rong keeps apologizing while deleting the photos on his phone. He was recently caught by members of the public for taking candid photos of a woman surnamed Chen. Last Saturday, Ms. Chen was withdrawing cash from an ATM inside Ximen MRT station when she noticed Chiou taking photos from behind her back. Upon inspection, the photographs were taken with her back profile and legs in the frame, with no vulgar elements. She felt very uncomfortable and reported the case to the local police and next day. She is charging Chiou for offences against privacy.

The person caught photographing is National Development Council Deputy Minister Chiou Jiunn-rong. He issued a statement via the council, claiming that he accidentally took the photo and feels deeply sorry for the action. He also said that his resignation application was approved on Sunday evening by the council minister Chen Mei-ling. Chiou has so far laid low and declined to respond to any questions on the case.

Certain lawyer has said that Chiou took photos in a public area of a woman's legs, which is not a private part, and that the woman might not have a case.

Photographing one's back side and legs does not constitute to offences against privacy. However, if you photograph someone when they're sitting, or intentionally photograph from a low angle, that would constitute to offenses against privacy.

On the other hand, the lawyer said that Chiou's photographing of a woman's legs might constitute to civil offense, and the victim would be able to claim damages to her Right of Portrait and ask for compensation.
