SOUTH KOREA ORDERS PROBE INTO MISSING THAAD LAUNCHERS|美增4組薩德部署南韓 文在寅下令調查

US Military officials at Vandenberg Air Force Base sent up an interceptor to shoot down a simulated warhead in a drill designed to prepare for any North Korean missile strike. Meanwhile, South Korean President Moon Jae-in has ordered a probe at the defense ministry over a report last week that failed to mention details about the arrival of 4 incoming THAAD launchers. The intercept missile lifted off from Vandenberg Air Force Base in California, later the U.S. military announced the first-ever successful missile defense test involving a simulated attack by an intercontinental ballistic missile. The Ground-based Midcourse Defense (GMD) is an anti-ballistic missile system and is capable of intercepting incoming warheads in space. Since 2004, five out of eleven test launches were successful, a ratio lower than 50%. When enemy missiles enter the atmosphere, Patriot System surface to air missiles intercepts incoming missiles at lower altitudes while THAAD aims for those at higher altitudes. A complete THAAD consists of six launchers controlled by a command center. However, only two launchers were delivered to South Korea in March, the remaining four arrived only days ago. South Korea's new administration said it would further investigate whether this was intentionally omitted from the report to President Moon. ==YOON YOUNG-CHAN Senior PR Secretary to President, South Korea== President Moon ordered his senior secretary for civil affairs and the National Security Office chief to find the truth behind the unauthorized entry of the four rocket launchers. Recently China is loosening restrictions on trade and travel to South Korea, and bilateral relations seem improving. This is why South Korea started to oppose THAAD deployment by the U.S. As to North Korea's frequent missile launches, China calls upon for more dialogue while the U.S. holds a hard stance. ==NIKKI HALEY, U.S. Ambassador to the United Nations== We do believe that they are trying to counter what is happening now and they have the lay of the land and so we're going to keep the pressure on China, but we're going to continue to work with them in any way that they think is best, and I think that we'll decide this week on what that looks like. While international society is debating over the issue of imposing punitive sanctions, North Korea continues firing missiles regardless of what action the U.N. might take. TRANSLATED BY: ANTHONY LIN 美國在韓國部署薩德反飛彈系統,但韓方認為這是未經授權的行動,要進行調查。在因應北韓接連發射彈道飛彈的反制,美國在太平洋上空進行攔截測試,並宣稱成功達成任務。 攔截用的飛彈從美國加州的范登堡基地升空,稍晚,美軍宣稱成功攔截模擬的敵方彈道飛彈。這是GMD、陸基式中間階段防禦系統的部份,也就是在敵方彈道飛彈於大氣層邊緣飛行途中,進行攔截。從2004年開始算,11次測試只有5次成功,比率低於百分之50。至於敵方飛彈重新進入大氣層後的攔截,除了高度較低的愛國者3型,高度較高的就交給THAAD。 一個完整的薩德單位,由射控中心指揮6組發射器,但3月間美國匆忙送到韓國星州郡基地的只有兩組,不足的4組日前抵達,卻引發韓方不悅,揚言要進行調查。 ==韓國總統府發言人 尹永燦== 文(在寅)大統領對於4組發射器,未經授權即入境一事,下令民政祕書和安保室長進行調查。 近來中國逐漸放寬對韓國貿易旅遊的抵制,中韓關係有舒緩跡象,才是韓國轉而排斥美軍加強部署的真正原因。至於美中之間,有關如何因應北韓接連發射飛彈的對策,中方主張溝通再溝通,和美方偏向強硬的立場仍舊不同。 ==美國駐聯合國大使 海莉== 我們認為中方正試圖阻止情勢惡化,中方也有其施力點。所以我們會持續對中方施壓,但同時也以中方認為最佳的方式保持合作,我認為這個星期就會有答案出現。 每當國際社會還在想要不要制裁的時候,北韓就會持續進行飛彈試射,即使有制裁方案出爐也是一樣。 記者徐家仁 報導
