JAPAN MEDIA: CHINA MAY SEEK TO AMEND ANTI-SECESSION LAW|日媒:中擬修"反分裂國家法" 列對台動武條件

In other news, Japanese media reported that China may seek to amend its anti-secession law, making military action possible towards Taiwan. China's Taiwan Affairs Office said that it would adhere to the rule of law to defend national sovereignty. But Taiwan's Mainland Affairs Council emphasized any move that is not peaceful or is intimidating is not conducive to the development of cross-strait relations. Japanese media reported that China may make an amendment to its anti-secession law, making military action possible towards Taiwan or formulate a national unification law. In a media conference, the China Taiwan Affairs Office did not directly respond to questions on legal amendments but said that China would adhere to the rule of law to defend national sovereignty and territorial integrity. ==AN FENG-SHAN China Taiwan Affairs Office Spokesperson== We defend the country's territory and sovereignty integrity. ==CHIU CHUI-CHENG Mainland Affairs Council Deputy Minister== Any non-peaceful or intimidating moves to solve the cross-strait issue are not conducive to positive mutual development in cross-strait relations. The ROC Mainland Affairs Council emphasized any move that is not peaceful or is intimidating is not conducive to the development of cross-strait relations. It was also reported that at the end of January China set up a 2017 working group on Taiwan. The group is allegedly researching giving Taiwanese nationals the same rights as Chinese nationals. The China TAO said that these were related to employment practice, social security, and general residential convenience, and these will be announced after decisions are made. The ROC's MAC welcomed these measures. ==CHIU CHUI-CHENG Deputy Minister, Mainland Affairs Council== These are beneficial to the development of Taiwan business and if do not infringe on any of our laws and respect our dignity, then the government welcomes them. Since this was announced at the same time that Japanese media reported on possible changes to China's anti-secession legislation, it seems as though China may be handing out candy with a slap. Some analysts feel that the report of an anti-secessionist law is inconsistent with China leader Xi Jinping's softer attitude to Taiwan and it is a manifestation of China establishment war hawks who are dissatisfied with Xi and thus purposefully put out misleading information in Japanese media. ==HSIEH CHENG-YU Soochow University Politics Dept. Prof. == Xi's attitude to Taiwan takes a more overall view, that is, hoping for peaceful development across the strait. China's 19 national congresses will be held in the autumn of 2017, it is inevitable that there is some struggle between factions going on. Currently the relationship between the sides is in deadlock so any such reports come under scrutiny.
