Taipei City Council Rejects Surveillance Camera Appeal 北市提警局監視器覆議案 1分鐘遭議會否決
In November, the Taipei City Council passed a NT$461 million police budget for the installation of surveillance cameras next year. The Taipei City Government then filed an appeal regarding a provision that only those requiring a 3 megabits per second bandwidth can add cameras with a resolution of two megapixels. Everyone else will only be allowed to add cameras with a resolution of one megapixel. The council vetoed the appeal on Nov. 28 after considering it for one minute.
Ko Wen-je, Mayor, Taipei City: “Their provision was essentially forcing us to use a transmission rate of 3 MB/s. Simply going from 2 MB/s to 3 MB/s required an additional NT$86 million. And that's just for one year. These cameras will be used for 10 years, so NT$86 million per year for 10 years is NT$860 million. I'm still the mayor. The KMT and DPP colluded to steal money and wasted NT$860 million. Can a country do this? I know that there are no longer any legal options. I have no other choice now but to directly appeal to public sentiment. We cannot allow financial groups to collude with the council and swindle the country of its money. I can't let this sit.”
Ko said since he had no options left, he decided to convene a press conference to appeal to the public to not allow this kind of collusion to defraud the country of its money.
台北市長柯文哲質疑:「他這個但書就是要逼迫我們用3M的傳輸速率,就這麼簡單,從2M設到3M要多8600萬,但是那是1年,這個攝影機是要連續用10年,8600萬10年是8.6億。我柯文哲還沒下台,你們國民黨跟民進黨已經開始聯合起來汙錢了,所以這是要浪費掉8.6億,國家可以這樣幹的嗎?我知道你們法律程序走完了,我現在沒有辦法,我直接訴諸民意,我們不允許這一種財團勾結議會來詐取國家的錢,我不同意。」
柯文哲不滿表示,因為遇到選舉,還把覆議時間往後延,讓議會可以開臨時會。柯文哲強調他知道程序已經走完,今日就直接開記者會,不允許財團勾結議會,詐取國家的錢。
