Priceless Print Was Intentionally Damaged? 故宮「黃河蘭州浮橋圖」 遭爆裱裝被裁切
On the 7th, the legislative Education and Culture Committee inspected the National Palace Museum, which has been under fire for a number of accidents in which priceless artifacts were broken.
This print of the Yellow River and Lanzhou Floating Bridge is a designated cultural relic. Lawmakers say during the Ma administration a decade ago, museum workers cut off part of the original frame to fit the artwork into a display case.
Lin I-chin, Legislator (DPP): “In order for the piece to be put on display in a specific display case, the museum ordered parts of the original frame to be cut off. How could something this outrageous happen?”
Lin Yi-hua, Legislator (KMT): “The repair works on the frame were reported in 2013. The artwork itself was not damaged. The museum official was removed. Are we really and truly facing the problem or are we still trying to cover it up?”
The museum says there is no record of this and no records of repairs after the alleged incident. It says it will search through its archives for further information and issue a report at the end of the investigation. The museum has been under fire after reports of several priceless pieces being accidentally broken this year came out.
Cheng Cheng-chien, Legislator (KMT): “What is the procedure and what should we do to establish a better SOP and environment?”
Wang Wan-yu, Legislator (NPP): “I think there should be a clear and detailed SOP for storage transfers. Over 300 porcelain pieces have been damaged. What happened? Why did this happen? No one ever bothered to look into it or assess the situation in a systemic way.”
Wu Mi-cha, National Palace Museum Director: “We discovered that our old storage method needed to be changed. I am very clear about this. Everything will be transparent and open.”
NPM Director Wu Mi-cha gave lawmakers on the legislative Education and Culture Committee a tour on the 7th and explained museum SOPs for artifact damage to them. Wu promised to be more transparent in the future about "information that should be public."

民進黨籍立委林宜瑾表示:「為了讓黃河蘭州浮橋圖能夠進展櫃,居然下令同仁把原裝裱的花綾左右兩側各裁掉一部份,這種削足適履、糟蹋文物的行為令人髮指。」
國民黨籍立委林奕華表示:「這事實上在2013年明明新聞有出來過,他修的那個裱褙,其實原圖是完全無損的狀況,就已經這名科長就已經被拔除,我們到底有沒有要面對今天我們所看到的問題,還是只想要用這樣一個烏賊戰的方法。」
故宮指出,陳報密件已經完成解密程序,查無該事件懲處紀錄。事件發生後沒進行修護的紀錄,將會啟動檔案清查及密件檢討,清查完成後會公布結果。但從幾件明清時代的瓷器破損,到10年前的畫作處理事件,都讓故宮的文物的保存及管理議題備受各界討論。
國民黨籍立委鄭正鈐表示:「到底過程是怎麼樣子,那我們要怎麼樣子能夠建立更好的SOP、更好的環境。」
時代力量立委王婉諭表示:「我認為,包括提存取的作業,都應該要有一個明確的作業系統,光是陶瓷器的部分大概就有300多件(破損),那這300多件的情況下到底是屬於什麼樣的情況,我們去長期以來都沒有好好去檢討,我們系統面向該怎麼來做改進。」
國立故宮博物院院長吳密察表示:「我們發現,我們以前的這個儲藏方式必須改變,這個我的態度很清楚,一切透明、一切公開。」
立法院教文委員會前往故宮考察。故宮院長吳密察也就庫房的文物保存以及文物破損的處理SOP進行說明,更承諾該公開的資料就會公開,希望能經由種種措施讓文物更有安全保障,而整體考察預計下午3至4時才會結束。
