Typhoon Periphery Brings Huge Waves 颱風外圍環流影響浪大 綠島2人遭浪捲獲救

Typhoon Muifa's periphery brought strong wind and waves to the waters off of northern and eastern Taiwan. Guishan Island was closed for two days, while tourists visiting Green Island snuck into restricted areas for water activities.


Coast Guard Personnel: “This is the current wave situation.”

Big waves pummel the reef about two to three meters from the shore. A dozen or so tourists were undaunted and snuck into a restricted area near Green Island to play in the water. As Coast Guard personnel were telling them to leave, two of them were washed away by waves. They were immediately rescued.

Wang Ming-hung, Chief of Staff, Coast Patrol Corps 13th, Eastern Branch, CGA: “Our Coast Guard colleagues and the two people suffered minor abrasions on their legs. No one's life is in danger. The Coast Guard Administration will report this illegal behavior that violates provisions in the Disaster Prevention and Protection Act to higher authorities.”

The waters off of northern and eastern Taiwan saw winds measuring over six on the Beaufort scale that were caused by Typhoon Muifa's periphery. Guishan Island was closed for another two days starting on Sept. 13. Meanwhile, Yilan's Waiao Beach saw wave after wave of waves at high tide. Coast Guard personnel stepped up patrols to ensure the public's safety. The typhoon is slowly moving towards northeast China. It rained the entire day in northern and northeastern Taiwan, while other regions saw intermittent rain. The rain abated as the typhoon moved farther from Taiwan.

Wu Wan-hua, Senior Forecaster, Central Weather Bureau: “The periphery brought wave after wave of mist, causing rain in the northern, northeastern, and even central and southern regions. From the early morning until now, the hourly rainfall is about 10 to 20 millimeters. However, if some warm-color radar echoes move to the sky, then there will be rainfall of about 30 millimeters.”

Boulders fell over a section of Taiwan Railway's Pingxi Line. A diesel-powered train was unable to brake in time and collided with the boulders. Luckily, no one was injured. Taiwan Railway suspended services on the line to handle the situation, and services were resumed at 9:50 a.m.

 

 

海巡人員說:「目前的浪況。」

岸際邊兩、三公尺的大浪,不斷拍打在礁岩上,綠島卻有十多名遊客闖進管制區玩水,海巡人員勸離時,直接目擊兩位民眾被浪捲走,所幸第一時間下水救援,才沒有發生更嚴重的意外。

海巡署第一三岸巡隊參謀主任王銘鴻表示:「經檢視,海巡同仁及兩位民眾腿部均有輕微的擦挫傷,無生命危險,後續將由海巡署對其等違規行為,依《災害防救法》相關規定,函送主管機關裁罰。」

受到梅花颱風外圍環流影響,東北部海面平均風力超過6級,龜山島宣布13日起再持續封島兩天。而宜蘭頭城外澳沙灘適逢大潮期,長浪一波接著一波,岸巡人員來回巡邏,就怕有民眾抱著僥倖心態。梅花颱風緩慢往中國東北的方向移動,氣象局最快可能在傍晚或晚間解除海上颱風警報。不過今天北部和東北部地區下雨時間長,整天都會下陣雨,其他各地也會間歇下雨,直到晚上颱風漸漸遠離台灣,雨勢才會緩和下來。

氣象局簡任技正伍婉華指出:「外圍環流依舊帶來一波一波的雲氣,造成在北部、東北部地區甚至中南部地區,都有一些下雨的情況。而清晨到目前為止,時雨量大部分都是每小時10到20毫米的雨這樣下,但是有一些暖色系雷達回波移動到上空,就會有30毫米左右的雨這樣下。」

豪雨不斷,台鐵平溪線凌晨傳出有巨石掉落,一輛柴油客車剎車不及撞上,列車故障,但所幸沒有人員受傷。因此台鐵也宣布平溪線預警性封閉,並在上午9時50分起恢復正常行駛。
