Hospital Demanding Staff to Get Vaccinated Through Competition? 高市民生醫院遭投訴 藉競賽要求醫護接種

The Municipal Minsheng Hospital in Kaohsiung has been reported to allegedly coerce its hospital staff to be vaccinated with the AstraZeneca shot by making it into a competition. In response, the hospital said the measure was just a way of encouragement for its medical personnel to get immune and no coercion has been involved.
On April 14, Kaohsiung Mayor Chen Chi-mai led a group of departmental heads to receive the AstraZeneca vaccine for COVID-19 as a disease prevention measure. However, an announcement released by the Municipal Minsheng Hospital in Kaohsiung drew backlash from its medical personnel as they accused the hospital for indirectly forcing them to be inoculated.

The announcement stated that supervisors need to see it done. We think it is a coercion in disguise by not saying "one can participate freely" or "one can refuse to receive the shot". The government should not engage in such an act just because the inoculation rate is low.
Minsheng Hospital had offered to give out prizes of NT$3,000 and NT$2,500 to the departments which has the highest number and the second highest number of inoculation rates respectively. Meanwhile, those who don't participate will be deemed as uncooperative. The announcement also did not state the possible side effects of the vaccines and other related supporting measures. The labor union thus criticized the hospital, which is a public medical institution, for initiating competition between departments to meet its superiors' wishes to increase the inoculation rate.
We used this type of incentive because of its strategic significance. We would be able to stop the virus from spreading inside the hospital or into the community by having our staff members vaccinated.
The hospital emphasized that by having medical personnel vaccinated and thus develop community immunity, would in turn guarantee the safety of the patients. The Kaohsiung Department of Health supported the hospital by clarifying that there is no coercion involved and individual's performance review will not be affected.
As a designated response hospital, the Minsheng Hospital has treated the most of confirmed and suspected cases of COVID-19 in Kaohsiung. I think the public should be aware of the role the hospital plays.

防範新冠肺炎疫情，高雄市長陳其邁上週三帶頭，率領局處首長接種AZ疫苗，但這家醫院一紙公文，卻引發院內醫事人員反彈，質疑醫院變相強迫接種疫苗。
台灣護師醫療產業工會理事長 陳玉鳳表示：「上面就寫，督導務必要完成這件事情，我們認為他根本沒有寫說，你可以自由參加，或是拒絕參加這些字眼。那這就是一種變相強迫，我們認為政府不應該是因為施打率低，然後就用這種活動。」
工會批評，民生醫院身為公辦公營院所，為了迎合上級，提升疫苗接種率，以競賽方式，要求各科室接種疫苗，第一名獎金3千元，第二名2500元等，且不參加被視為不配合活動，也未提出副作用等配套措施。
民生醫院醫療副院長 林俊祐表示：「只要有斷點出來，我們這個疾病的傳播，不管在醫院裡面，甚至到社區裡面，都可以及時被阻絕。就知道我們這樣的獎勵措施，其實是有戰略的意義存在。」
院方強調，醫事人員接種疫苗，形成群體免疫，和病人安全息息相關，衛生局也出面力挺院方，沒有強迫，也不可能影響考績。
高雄市衛生局簡任技正 潘炤穎表示：「身為指定應變醫院，也是高雄市收治COVID-19個案，確診數最多，還有疑似個案最多的情形之下，我想這個醫院角色，必須要認知的情形。」
衛福部長 陳時中表示：「假如是方法正確，我們並不反對，至於有任何人覺得，受到壓迫的感覺，可以跟他的院方反映，也跟我們來反映。」
陳時中表示，鼓勵接種疫苗，只要方法正確不反對，但若有人感到被壓迫，可以向衛福部反映。
