Third Court Session for Use of eID in Taiwan 台權會告數位身分證有風險 今第三次開庭

Electronic ID card scheme has been put on hold for now as a human rights group took it to the court, saying the policy needs further review before implementation.


Supporters against the use of electronic ID cards stood in front of the Taipei High Administrative Court protesting. The third court session had just ended but there are still many questions dealing with concerns over data protection.
 
It is our earnest wish that the Ministry of Interior could progressively make changes and eventually drop the plan of implementing eID and go back to non-chipped ID. Taiwanese people should have the right to choose.
 
We feel that the eID proposal is one of the weakest government plan we've seen proposed by Tsai administration so far. The government has not communicated its detail to the public well enough, the process of rolling out eIDs has been inefficient and it seems insincere.
 
The plaintiff's attorney feels that the Ministry of Interior should not be the only government department monitoring information security risk. The Executive Yuan and Legislative Yuan should also come together to discuss and review. In addition, if personal photos should be attached to eIDs, it may further infringe privacy rights.
 
Why should we put up our photos in the public realm? This is just telling people directly from various departments that they are free to check on others as they wish. Personal data is already relatively easy to gather these days, the government should not exacerbate the problem.
 
We know that people still have their worries and questions. We will continue to communicate and explain to the public.
 
In response to the questioning of the civil rights groups, the Ministry of Interior says they will continue to communicate while still abiding by the instructions from the Executive Yuan. The original plan to try installing the eID system on a smaller scale in places such as Penghu County, New Taipei City, and Hsinchu City has been currently suspended.
 
 
 
站在台北高等行政法院門口高喊口號,剛剛結束第三次開庭,對於內政部規劃發行數位身分證,也就是eID,可能帶來的資訊安全,仍然有諸多疑慮。
 
晶片身分證訴訟案律師團召集人 林煜騰表示:「律團非常的期待,希望到最後,內政部可以直接滾動式修正,把數位身分證這個制度,就給它修掉。就把它一律換成紙本身分證,讓人民有選擇權。」
 
民間司法改革基金會主任 蕭逸民表示:「eID政策,到目前為止,我們看到它是蔡英文政府,跟社會溝通最差、最沒有效率的、最沒誠意的政策之一。」
 
原告律師認為,eID關係到民眾資安風險,如何控管,不該由內政部說了算,也應該經由行政院、立法院審議,而且數位身分證上,若是放上相片,很有可能讓原本浮濫蒐集個資的情況,更加惡化。
 
台灣人權促進會數位人權專員 周冠汝表示:「為什麼要放一張照片在公開區?是不是變相去告訴各個公司部門說,想查的人,其實就可以去查了?這樣不就是放寬,原本我們已經很浮濫蒐集的個資?」
 
內政部次長 陳宗彥表示:「大家對於這些還有疑慮的部分,我們都還是會持續的溝通跟說明。」
 
對於外界疑慮,內政部表示,會持續溝通,也會遵照行政院指示辦理,原先規劃小規模試辦換發數位身分證的澎湖縣、新北市,以及新竹市,都已經暫緩試辦。
