Presidential Office's Control Yuan Nominations Criticized|黃健庭傳將任監院副院長 國民黨擬開鍘

Controversies were sparked after reports have it that the Tsai administration would nominate Chen Chu to head the Control Yuan and former Taitung County Magistrate Justin Huang to serve as vice president. Announcements have been canceled.
Madam President, Justin Huang was previously charged with corruption. Is he suitable to serve as vice president of the Control Yuan?
The Presidential Office is expected to announce the nomination of former Presidential Office Secretary-General Chen Chu for Control Yuan president and former Taitung County Magistrate Justin Huang for Control Yuan vice president shortly. The Kuomintang was not happy with the news, with Chairperson Johnny Chiang saying the Democratic Progressive Party failed to first conduct cross-party negotiations and the party isn't ruling out disciplining Huang.
We respect his personal decisions, but everything should be handled in accordance with measures for party discipline.
Other opposition parties also criticized the nominations, saying both Chen and Huang are unsuitable for the positions.
Huang was previously ordered to take corrective measures and involved in taking kickbacks. Under these circumstances, how can he censure government functionaries?
Many Control Yuan members have pending lawsuits against them.

Huang is currently serving as a legislator-at-large representing the Kuomintang. He served two terms as Taitung County magistrate and as a National Assembly representative. During one term as magistrate, the environmental impact assessment for the Miramar Resort Hotel lost validity, but construction continued. He was also accused of taking kickbacks of NT$2.08 million from pharmaceuticals and pressuring the Veterans Affairs Council during his time as a legislator. In response to the backlash, DPP Legislator Liu Chao-hao said the nomination was meant to improve blue-green relations.
President Tsai hoped to use this nomination to show her concern for all voices and to dissolve the stand-off between blue and green.
The Taiwan People's Party also criticized the Presidential Office for waiting too long to announce the nominations, and then nominating a list of candidates embroiled in pending lawsuits. Nominee Chen Shen-hsien was impeached by the Control Yuan over the 2008 Houfeng Bridge collapse. The DPP promised in 2016 to amend the constitution to abolish the Examination Yuan and Control Yuan, but has done nothing towards that since.

總統府預計19號將公告監察院人事,傳出監察院長提名人為前總統府秘書長陳菊、副監察院長為前台東縣長黃健庭。針對黃健庭提名案,國明黨表達強烈不滿,黨主席江啟臣強調,民進黨沒有事先做黨政協商,不排除對黃健庭祭出黨紀處分。
國民黨黨主席 江啟臣表示:「尊重他個人的決定,但是這一切,還是依照我們黨紀的相關辦法來處理。」
監院人事提名案,也引發各在野黨猛烈批評,點名陳菊、黃健庭都不適任。
時代力量黨團總召 邱顯智表示:「黃健庭本身,他自己都有被糾正的問題,而且也有涉案在身。在這樣情況下,他如何能夠來行使對公務員的糾舉?」
民眾黨團總召 賴香伶表示:「很多監察委員,自己本身就官司纏身未解。」
國民黨團總召 林為洲表示:「是(陳菊)妳擔任市長的時候,這些案件,到時候,妳擔任院長,成立了調查,屬實了,那(陳菊)妳要不要辭掉監察院長?」
黃健庭為現任國民黨不分區立委、曾擔任過兩屆台東縣長及國大代表。但黃健庭過去爭議不斷,台東縣長任內,美麗灣飯店環評失效,卻持續施工,擔任立委期間更收受藥商回扣208萬、施壓退輔會。面對藍營反彈聲浪不小,民進黨立委劉櫂豪則緩頰,提名是想化解藍綠對立。
台東縣立委 劉櫂豪表示:「蔡總統希望藉由提名人選當中,照顧到各方面的聲音,也希望能夠化解藍、綠之間,這樣的對立。」
此外,民眾黨團也批評總統府名單提出太晚、卻給出官司纏身的監委名單,另一位提名人陳伸賢也因2008年后豐斷橋事件遭監察院彈劾,質疑民進黨沒有履行2016年曾提出要廢除考、監兩院修憲案的承諾。
