CityU Pres. Receives Criticism for Not Showing Support for HK Students|港警校園射催淚彈 城大校長郭位"神隱"挨批

The anti-extradition protests in Hong Kong are continuing and there have been many scuffles between police and protestors on university campuses. With the situation escalating, City University of Hong Kong President Way Kuo has been criticized for failing to appear. Kuo is from Taiwan. Pan-green legislators are attacking him and calling on the Academia Sinica to strip him of his academician title. Pan-blue legislators, meanwhile, say the Academia Sinica should stay out of politics and the pan-green camp is a political bully.


The anti-extradition protests in Hong Kong have spread to college campuses, with many altercations between protestors and police reported. City University of Hong Kong President Way Kuo has come under criticism for not doing more to protect students.

When major discussions are needed -- people are having an extremely negative reaction. Shouldn't the Academia Sinica be able to strip academicians of their status or have some appropriate exist mechanism in place? Academician is an honorary lifetime title.

Are you going to stay silent, or are you going to express regret? It is regrettable these things should happen. If there is anything we can do for these students, we are more than willing.

The legislative Education and Culture Committee is threatening to freeze the Academia Sinica's budget, and pan-green lawmakers are demanding the Academia Sinica strip Kuo of his academician title. However, pan-blue lawmakers have a different view.

Are you or are you not the (vice president of the Academia Sinica)? I can get rid of you (as vice president), but I can't strip you of your academician (title). Political games are meaningless and only serve to undermine the Academia Sinica.

Do you think it is appropriate for us to arbitrarily evaluate an academician right now? Should he or should he not -- has he or has he not lived up to his responsibilities here? Should he be stripped of his academician status? Under existing laws, the Academia Sinica does not have the authority to do this.

One lawmaker, however, says the pan-green camp is being a political bully. One media report quotes Kuo as saying a school committee has been meeting daily since June to monitor campus safety. In addition, CityU established an emergency response task force in August. News updates are being posted on CityU's website, and the university is providing students and staff with various forms of assistance. Law enforcement personnel, meanwhile, have to get permission from the school to step foot on campus so that street politics stay on the street.

民進黨立委 蘇巧慧 vs. 中研院副院長 周美吟表示：「引發社會觀感極度不佳，需要重大討論事件的時候，中研院院士難道不應該有適當的除名或退場機制嗎？(院士是榮譽終身職。)」

民進黨立委 張廖萬堅 vs. 中研院副院長 周美吟表示：「你要表示沉默嗎？還是表示遺憾？(很遺憾這些事情會發生，如果我們做任何事情，能夠去為這些學生做的話，我覺得我們同仁都會願意去做。」

立法院教委會進行中研院的預算解凍案，由於郭位校長，也具有中研院士身分，因此被綠營立委抨擊，認為中研院士的「神隱」行為，引發社會觀感不佳，應該要有除名標準，但藍營立委，看法不同。

國民黨立委 蔣乃辛表示：「你(副院長)是不是職務，我可以把你取消掉，可是你的院士(身分)，我沒有辦法給你取消掉，玩政治，沒有意思，只會把中研院的實力越來越削弱。」

國民黨立委 林奕華 vs. 中研院副院長 周美吟表示：「您認為我們適合在這時候，就非常武斷，審查一個院士，他到底在這事情上，是不是應該就有沒有盡到他的責任，然後呢？是不是就應該剝奪他的院士資格？(既有的法規下，我們目前中研院在這個時間點，是沒有辦法處理任何這樣子的。」

有立委主張，要有清楚的調查過程，否則有可能淪為媒體公審、政治霸凌。根據平面媒體報導，郭位回應指出，學校團隊從6月開始，每天跟進狀況、密切關注事態發展。8月分就成立緊急事故應變小組。官方網站上，也持續發送資訊，並為學生和教職員提供各種協助。同時也強調，執法人員如果要進入校園執行勤務，必須先和校方溝通，呼籲不要讓街頭政治入侵校園。
