Railway Police Stabbed to Death by Passenger |自強號補票糾紛 鐵路警遭乘客刺傷不治

A railway police officer was stabbed to death by a train passenger on board the No. 152 train at around 8 pm on July 3. The passenger surnamed Cheng refused to purchase a train ticket and the railway police officer surnamed Lee boarded the train to take care of the matter. The passenger later on refused to get off the train and instead pulled out a knife and stabbed the officer in the abdomen, he passed away on July 4 morning.


Video footage shot by a fellow passenger showed the glassed man surnamed Cheng stabbed the police officer's abdomen twice before the police bravely jumped on the man and held his hands to prevent him from hurting other people. Although the attacker was pinned down at last, the police officer had died from losing too much blood after been sent to the hospital.

The patient was sent to the ICU at 3 am in the morning and continued the resuscitation. The patient's blood pressure had dropped and the heartbeat had stopped at 7:35 this morning, so we continue the resuscitation again. Then we declared him dead at 8:10 am.

This incident happened at 8 pm on July 3rd. The attacker is a 54-year-old man surnamed Cheng who boarded the train in Tainan without a ticket and refused to purchase one. The train conductor asked him to get off the train at Chiayi, but Cheng started shouting in the car. The conductor then summoned the police to deal with the matter.

He said yes when I asked him to get off at Chiayi. As we arrive in Chiayi, he had moved to carriage No. 4 and was shouting very loudly when I checked.

We received the call and sent an officer to board the train. The TRA did not tell us the situation beforehand. The attacker pulled out the knife from his bag unexpectedly.

The TRA and the railway police did not expect the passenger would launch an attack. The railway police Lee Cheng-han who had died in line of duty was the only child in the family. His parents couldn't accept their son's death and had asked for justice. The 54-year-old suspect seemed to be suffering from depression. His wife who lives in Tainan knelt down and apologized in tears.

He suffers from depression and serious financial issues. He has not taken his medications for a long time, that's why he had a breakdown.

The Railway Police Bureau expressed it will review its manpower and any dispute will be handled by two police officers in the future. The train conductors are only equipped with a defensive iron stick which usually can't solve the disputes happened inside the carriages. The junior personnel also hope the bureau could increase their defensive equipment.

嘉義基督教醫院醫務祕書 許國忠醫師表示：「清晨3點多轉送到加護病房，接著繼續在急救，一直到今天早上7點35分左右，病人的血壓，心跳又停止，所有又開始急救，一直到8點10分才宣布急救無效。」

事件發生在3日晚上8點多，54歲鄭姓嫌犯沒購票從台南上車，在車上被發現後，又拒絕補票，列車長原本要求他在嘉義下車，但嫌犯卻開始在車廂咆哮，只好請警察上車處理。

台鐵152次自強號列車長表示：「要求他到嘉義下車，他說好啊，然後到嘉義的時候，那時候我在派列監視的時候，他一個人就跑到第四車廂去咆哮。」

鐵路警察局高雄分局分局長 陳順和表示：「臨時接獲通知，我們就派一個人上去，當時也沒有告訴我們狀況，歹徒是臨時從他的背包，腰包裡面拿出利刃。」

台鐵和鐵路警察都沒料到乘客會出現攻擊行為。因公殉職的員警李承翰是家中獨子，出事後年老的爸媽無法接受，要求司法主持公道。但54歲鄭嫌疑似患有憂鬱症，住台南的妻子得知後，痛哭下跪道歉。

嫌犯妻子表示：「有憂鬱症，很久沒吃(藥)了，他現在因為經濟壓力重，很久沒吃，就發病了。」

鐵路警察局表示將檢討勤務人力，未來排解糾紛將改由兩人執行。而台鐵列車長只配置防身鐵棍，通常無法處理車廂糾紛狀況，基層員工也希望鐵路局能添加防身裝備。
